Public sector human resource management is a management activity in which the public sector integrates,allocates,effectively develops and scientifically manages the internal human resources of the organization in accordance with the regulations,so as to realize the organizational goals.Performance management is the result that an organization achieves its goals and expectations under the guidance of its core values through a series of management measures.Digital human resource management is based on the guidance of this theory and relies on the Intermet big data platform.By deepening the daily management of taxmen,introducing quantitative evaluation into the assessment of taxmen,and according to the horizontal and vertical comparison of assessment data,it can stimulate the vitality of taxmen and promote the comprehensive development of taxmen.The scientific and effective implementation of digital human resource management plays an important role in supporting tax work.The digital human resource manageme.nt takes Jiangsu Province tax department as the pilot unit.With the consolidation of State and Local Taxation Administration,the pilot scope is extended to the whole tax system,As a grassroots tax:organization,the implementation of digital human resource management of tax system in T District of Changzhou is representative to some extent.On this basis,the study takes tax system in Changzhou T District digital human resource management implementation as a example.Based on the theories of human resource management,performance management and incentive management in the public sector,and by means of literature research,questionnaire survey,empirical analysis and field research,the paper studies the implementation of digital human resource management in the tax system of T District,Changzhou and believes the existing problems of Iow participation of taxmen,poor execution of organizational management,low accuracy of personal evaluation and little effect of taxmen motivation.The reasons for these problems are that the taxmen thought is restricted by the traditional management idea,the technical support is not yet in place,the supporting system and the supervision are not complete and so on.Combined with relevant theories and practical experience,this paper puts forward some countermeasures to improve the digital human resource management,such as changing the idea of taxmen management,optimizing the digital personnel network system,improving the digital human resource managelent method,and improving the implementation efficiency of digital human resource management.
