Research On The Problems And Countermeasures Of Government Management Of Sponge City Construction In Y City

From the initial city construction to the city management and then to the city management,it is an inevitable choice for the government to operate the city under the rapid development of urbanization.It is a major issue facing each level of government,and the government functions need to be changed.Based on the actual national conditions,China puts forward the concept of "Sponge City",mainly in order to effectively deal with the current urban waterlogging,water shortage,serious water pollution and other urban ecological problems to be solved.Traditional government management has been difficult to meet the ecological interests of people in the era of ecological civilization,improve government management,establish ecological government,strengthen the role of green performance,and build a new management model suitable for the ecological environment of sponge city.This paper takes the sponge city construction of Y city as the foothold,takes the local government management as the breakthrough point,probes into the government management problems and causes in the process of its sponge city construction,and puts forward some suggestions from the aspects of concept,planning,policy,construction,supervision,conservation,participation and so on.The key for sponge city system to play its design function lies in proper operation and maintenance.It needs the linkage and cooperation of multi-level government departments and the active participation of the whole society to weigh up the"responsibility,right,justice,benefit"of the main body,and to integrate social capital.Strengthen technological innovation,improve the level of information and intelligence,and jointly explore the road of good governance of sponge city which is more suitable for national conditions.
