The Role Of Government In The Constrution Of Sponge City

With the acceleration of urbanization in our country,the contradiction between economic development and ecological environment is becoming more and more serious.The " Heat Island Effect" and "Rain Island Effect" phenomenon and urban water logging occurred frequently,Sponge city as a new model to solve the problem of urban water resources management to promote rapidly in the country."Sponge city" based on low impact development technology,the best management practices and other new city storm water management concepts,through city planning and engineering measures to enhance the city's own response to floods and other natural disasters,which has a good flexibility in adapting "environment change".At this stage,due to the government's leading role in urban construction,the promotion and application of the Sponge City construction mainly rely on the guidance and promotion of the government.Therefore,in the process of the construction of the city,the government's behavior and role is particularly important.In this paper,based on the existing research results,taking the role of government as the research object,taking the theory of Sponge City and the role of government,by using comparative analysis,theoretical analysis and empirical analysis,static analysis and dynamic analysis,analyze the role and status of the government in the construction of the sponge city from the perspective of public management.Combined with the construction practice of Jinan sponge city,this paper explores the role of government in the construction of the city,then put forward policy suggestions from the aspects of legal construction,system construction,organization construction,information construction and so on,promote the construction of Sponge City.This paper is divided into five parts.The first part is the introduction,which mainly analyzes the background,significance,research status,research ideas and framework and research methods.The second part is about the theory of Sponge City,introduce the basic connotation,technical approach and management routes of Sponge City etc.,focuses on the analysis of the functions of guidance and planning,policy support,fund guarantee,supervision and management.The third part is the analysis of Jinan Sponge City construction process,combined with Jinan Sponge City construction demand and advantages,promote the construction of the pilot and the Jinan municipal government in the sponge in the city construction exploration,analysis of government behavior and the functions of city construction in the process of sponge play,from the policies and regulations,mechanism construction,technological innovation,the information construction and public participation in five aspects are analyzed and summarized the problems of government management.The fourth part is the role of government in the city construction experience at home and abroad sponge reference,combining with the status quo analysis of construction in developed countries such as the United States and France,Germany,Beijing,Xiamen and the West Ham district and the Sponge City,summed up the behavior and function of the government in the construction of city sponge,including perfecting policies and regulations system,perfecting the organization management system,making scientific urban planning and increasing public participation efforts,to provide reference for the future construction of Sponge City.The fifth part is the role of government in promoting the ideas and Countermeasures of sponge city construction.From the view of the government role,it explores ways to achieve in the sponge city construction in the role of government,On the basis of analyzing the problems and drawing lessons from the experience,this paper puts forward some ideas on how to improve the management level and management efficiency,like strengthening the legal system construction,promoting policy incentives,scientific planning,strict examination and approval process,strengthening organizational management,building long-term mechanism,promoting information technology,and enhancing social participation.
