| During the rapid development of China’s urbanization process,urban groundwater resources have been exploited in large quantities;and urban hard pavement produces the formation of surface runoff directly discharging rainwater which cannot replenish groundwater in time,and also intensifies urban waterlogging in rainy days,seriously plaguing people’s lives and restricting urban development.Therefore,it is extremely urgent to speed up the construction of the sponge city.The quantity of fund demand for sponge city construction is huge.Due to the project’s public welfare nature,most of the capital should be funded by the governments.However,at present,China’s economic downward pressure is relatively strong,while the local governments strictly control debt risks.The adoption of PPP mode in sponge city construction would be an effective alternative resolution.Sponge City PPP project has risks such as unclear project boundary conditions,insufficient practical experience,and uncertain income.If the project risk is not scientifically and reasonably evaluated,and effective countermeasures are taken,an easy project will lead to failure.Therefore,carrying out risk assessment research of sponge city PPP project has important theoretical and practical-guiding significances for promoting the construction of sponge city PPP project in China.Based on the previous research on risk identification of sponge city construction and PPP project,this thesis uses risk structure breakdown method to identify the risk factors of sponge city PPP project and to construct a risk assessment index system of sponge city PPP project based on government perspective.The project risk assessment analysis model is constructed by using the tomographic analysis method and the fuzzy comprehensive evaluation method.The research included inviting experts to conduct a questionnaire survey and obtain project risk assessment data,using the constructed risk assessment model to calculate and analyze the data.The overall risk of the PPP project in the sponge city of Haicang District and the risk level of each risk factor are obtained,and the problem of inaccurate assessment of project risk has been solved.Based on the risk assessment results,the proposed project risk response recommendations are proposed.This dissertation provides a more accurate evaluation method for the risk assessment of Haicang Sponge City PPP project,and it can promote the risk management of Sponge City PPP project,and can provide reference for scientific decision-making and risk management of sponge city PPP project in China’s coastal cities. |
