Study On The Government Responsibilities In PPP Mode Of “Sponge City Construction” In X City

"Sponge city" is a new idea and countermeasure of urban construction management proposed to solve a series of "water" problems such as "urban waterlogging,water pollution and water resource shortage".However,sponge city construction is cross-professional and cross-disciplinary,with complex projects and a high demand for construction funds,and the local government's capacity is limited.Both the efficiency of producing green public goods and services and the financial support capacity of sponge city construction have become problems hindering the construction.To solve this problem,the PPP(public-private Partnership)model is encouraged to be actively promoted and applied in the process of sponge city construction.As an important role of the PPP model,the government's responsibilities in the PPP model of sponge city construction are not clearly defined at present.In order to build a better sponge city,it becomes the top priority to clarify the due responsibilities of the government and clarify how to perform the duties.Through the real case study analysis of X city,from the perspective of public administration "government",first of all,sponge sponge city urban construction,the PPP mode and the government responsibility concept is defined,analyzed the X city,city of the whole situation of the PPP mode,the sponge summed up the sponge X city urban construction the PPP mode in government formed in the social,economic,ecological,sample shall have the responsibility of the four aspects.In order to further clarify how to complete these responsibilities,it is necessary to analyze the actual performance process of the government on specific sponge city PPP projects.In concrete was studied in X city urban construction the PPP project in the process of the government role and sponge after the results and problems,from extracting a set of systematic,targeted and countermeasure about X city urban construction sponge PPP mode as "managers,co-workers,supervisors" three roles of the government responsibility to perform the optimization strategy.This conclusion not only explains what the government should do in the sponge city PPP model,but also explains how the government should do better.This conclusion system can provide some reference for other cities to build sponge cities in terms of PPP project operation,and to some extent enrich the relevant theories of PPP mode in the field of sponge city construction about government responsibilities and boundaries.
