Research On The Implementation Of Price Hearing System In Henan Province

The advent of the "People's Republic of China Price Law" on May 1,1998 marked the scope of China's hearing system and expanded into the field of public utility price management.This is the first manifestation of the Chinese price hearing system in law.The price hearing system is an important manifestation of the public participation in government decision-making.It is very important in how to better protect the interests of close contacts with the relatives and how to better supervise the administrative organs according to law.significance.The price hearing system is a manifestation of the democratization and scientificization of price decisions,and is an important form of consumers directly participating in pricing.With the development of the times,the enthusiasm of citizens to participate in price decision-making has been continuously improved,and the democratic consciousness has continued to develop.It is both a vitality and a challenge to the government's management functions for price hearings.The scope of price hearings is more extensive,involving all aspects of people's lives,related to people's quality of life,and improving the effectiveness of price hearings.It is also an important way to improve people's satisfaction and happiness.Therefore,actively explore and establish a sound publicity.A fair and transparent price hearing system,which guarantees the effective and efficient implementation of price hearings,is extremely necessary.This paper mainly adopts the case analysis method and the literature research method.Based on the theory of policy execution and the theory of open government affairs,after a comprehensive understanding of the price hearing system,the content and implementation status of the price hearing system in Henan Province are adopted.The provincial price hearings of the provinces in 2012-2018 are the actual situation of the sample,so as to find out the problems in the implementation of the price hearing system in Henan Province.The main problems are: the hearing selection mechanism is not perfect;the hearing information is asymmetric.The hearing moderator's independence is insufficient;the hearing supervision is imperfect;the publicparticipation in price decision-making is single;the feedback mechanism is not perfect.Subsequently,from the reasons of the irregular design of the hearing procedure,the lack of power restriction mechanism,and the imperfect legal system of hearing effectiveness,these three aspects are analyzed.After analyzing the problems and causes of the implementation of the price hearing system in Henan Province,Six suggestions for the price hearing system: improve the hearing selection mechanism for participants;eliminate the asymmetry of price hearing information;refine the relevant regulations of the moderator;strengthen the supervision of the hearing procedure;establish a new mode of "internet hearing";establish a sound feedback mechanism.
