In the process of modernization and urbanization,China has produced a large number of migrant workers.In the process of moving and moving out of the floating population,many of the basic rights of the group are also in the flow of "loss".Into the inflow,become a stranger,failed to be treated with the city.Migrant children,a large proportion of the floating population,due to the particularity of the group,the protection of the rights and interests of the inflow of land is the reality of the plight of the challenge.The problem of education is one of the most intractable problems to be solved.Although China has introduced a number of migrant children's education,promote the settlement of relevant laws and regulations of education,but did not achieve the effect of a fundamental solution.Under the new situation and new environment,there are still many problems to be solved.Therefore,how to help migrant children in the inflow of the smooth entry,proper policy design,should become an important part of the study of migrant children.The domestic and foreign scholars in this research,they use the methods of field investigation,understand the migrant children's education to a certain area,what are the problems and give some suggestions,not reflection on the policy itself,and did not rise to the whole national level.The problem of floating children,in our country is a wide range of national issues,in addition to a variety of factors,there are policies behind their own shortcomings and a deeper institutional obstacles.Therefore,the research idea of this paper is from China's migrant children school policy combing,adopt a proper and appropriate social policy theory perspective on the new exploration perspective of policy reflection,a perfect policy.The study found that the change of migrant children school policy in China has experienced three stages,namely the migrant children school policy from "passive" to"active release" and "perfect".Through the analysis of different time under the background of policy connotation,from policy orientation,problem solving,policy subject,object,resource and operation mode for consideration after the discovery,even if the policy has been more than forty years of development,there is still insufficient.Is mainly due to defects of "compulsory education system" and "hukou"(the identify rules),and in the policy design,China's migrant children school policy has maintained a "normative social policy""it" mentality.Therefore,if the more "development" and forward-looking while emphasizing the social economy coordinated development,personal,social responsibility to strengthen the human capital investment theory of the development of social policy to change the perspective of policy design,it will bring another kind of situation.Using the method of literature research,through various policy text analysis to resolve Chinese about migrant children education problem,analyzes the evolution process and policy implications of our national and local levels of migrant children education policy,finishing three stages,found that the lack of policy is still facing the main body,object,resource and operation mode.The main cause is that the policy has not yet been independent,is still tied by the household registration system;school enrollment financial system is not perfect.Then,through the development of social policy perspective theory,try to improve the policy from the subject,object,resource and operation mode of the floating children education policy,and the prospects of the future development direction of migrant children's school policy and summary,which should focus on solving the"household registration system and the household registration system and the public welfare resource bundle "and" remote entrance two of senior high school entrance examination".
