Based on the entitlement approach,this paper explores the realization of the rights of migrant children represented by the right to receive education in the context of urbanization through the study of the practice of the admission policy of compulsory education for migrant children in Q District of Shanghai.As the educational dilemma of migrant children is related to the distribution of rights and qualifications,and the distribution of rights is subject to the endowment of various social systems,this paper explores the relevance between the educational attainment of migrant children and the social policy environment.Relying on the reality of the implementation of the enrollment policy of compulsory education in Q District,the study finds that the enrollment policy is closely related to the local social system and policy environment.The policy direction is restricted by the urban governance objectives such as environmental improvement and population control,which directly affects the school status and enrollment results of migrant children.Next,this paper combines the practice of the enrollment policy in Q District,and inspects the implementation results of the enrollment policy.On the one hand,as an effective public policy,the school enrollment policy provides the opportunity and policy basis for migrant children to attend school in the inflow area,and is a pragmatic innovation to help migrant children practice their right to education.On the other hand,as an exploratory public policy,enrollment policy takes specific indicators as the basis for judging school attendance,and its screening mechanism has the tendency of grading citizenship.With the result of screening,the empowerment of floating population can easily lead to the rank difference of educational rights.Based on the analysis of the formation logic and policy results of the public policy for migrant children,this paper discusses how the public policy in the "urbanization of human beings" can meet the needs of migrant children and their family life,and puts forward some directional suggestions for the improvement of the school-attendance policy from the perspective of rights and qualifications.This article advocates ensuring that the floating population has a comprehensive right and the ability to practice rights.It is of great significance to solve their own difficulties and accelerate the realization of "human urbanization".
