Institutional Relevance Explanation On The Deviation Of Enrollment Policy Implementation For Migrant Children

Recently,government has made a series of institutional advances to promote urbanization and citizenization of the population.However,in the process of institu-tionalization,promoting equal access of migrant workers and their children to local public service resources has become one of the difficulties in policy implementation.The difference of access to public service resources between urban and rural areas,it reveals the inequality of opportunity opening between urban and rural areas.What is the mechanism of this phenomenon and what is its essence?Different from the existing literature,the New Institutional Economics provides a meso-level institutional analysis for explaining the deviation of the enrollment policy of the migrant children,and taking into account the individual calculation at the micro-level.From this perspective,this paper attempts to provide a reasonable explanation framework for the deviation of policy implementation.Firstly,the deviation of policy implementation is a shared belief that is tacitly generated by all game participants.Secondly,the shared belief is formed by the factors as follows:in the diachronic connection,the policy implementation is deviated from the background restriction of the household registration system of urban-rural dual structure;in the synchronic connection,the policy implementation is deviated from the vertical intergovernmental relationship,horizontal intergovernmental competition and the opinion expression of policy entrepreneurs.At present,there are still disputes about the existence and formation of anti-urbanization in academic circles.Through the study of the group of children who are forced to evacuate from the central city because of the limited access to public service resources,this paper provides some reference for thinking about the existence and formation of anti-urbanization.
