The Implementation Effects Of Social Capital On The Migrant Workers' Urbanization Policies

The implementation effect of the migrant workers' urbanization policies not only affects the issue of migrant workers' own rights to integrate into the city,but also affects the implementation of the government's urbanization policies and the solution of migrant workers' problems,which is of great significance to China's social stability.With the rapid economic and social development and the acceleration of the urbanization process,a large number of migrant workers have entered the city to work and live.The city government has issued a series of urbanization policies to protect the legitimate rights and interests of migrant workers,and then to gradually promote migrant workers to enjoy equal political rights with citizens.But in fact,as for the urbanization policy of migrant workers implemented by the city government,do the migrant workers themselves actually understand? What about their participation and enjoyment in relevant policies? What factors influence the implementation effect of the migrant workers' urbanization policies? Such issues need to be studied in depth.Based on the policy evaluation theory,this article uses the new elements of social capital theory to comprehensively analyze the status quo and influencing factors of the implementation effect of the migrant workers' urbanization policies,which has important theoretical and practical significance.This study used the large-scale rural migrant population survey data conducted by the New Urbanization Research Group of the School of Public Administration of Hunan Normal University in Changsha,Hunan Province in August 2017,and used a multivariate linear regression model system to analyze the status quo of the implementation effect of migrant workers' urbanization policies and the implementation effects of social capital on the migrant workers' urbanization policies.It aimed at promoting the implementation of migrant workers' urbanization policies and promoting the integration of migrant workers into cities.The new findings of the paper include:Firstly,it proposes the analysis framework of the implementation effect of the migrant workers' urbanization policies and the research framework of the impact of social capital on the three dimensions of the urbanization policies.The implementation effect of migrant workers' urbanization policies is divided into three dimensions: policy awareness,policy enjoyment and policy satisfaction.The current situation description analysis shows that the overall effect of migrant workers' urbanization policies implementation is not ideal.Introducing the latest research results of social capital theory,combined with China's actual social background and the characteristics of migrant workers groups,we have constructed an research framework of the effect of social capital on the implementation of migrant workers' urbanization policies,which will help to comprehensively and systematically analyze the status quo and influencing factors of the implementation effect of migrant workers' urbanization policies.Secondly,we found a progressive relationship among the three dimensions — policy awareness,policy enjoyment,and policy satisfaction—of migrant workers' urbanization policies,namely,"policy awareness¨policy enjoyment¨policy satisfaction." The low policy awareness rate directly leads to a low rate of migrant workers' policy enjoyment;although the overall rate of migrant workers' policy enjoyment is low,and the average number of per worker's policy enjoyment is less than one,the policy satisfaction of migrant workers who have enjoyed in the relevant policies is relatively high.This shows that the prerequisite of work is to increase their awareness of the urbanization policies of migrant workers.Ensuring the orderly participation of migrant workers in relevant policies,and improving the relevance and practicality of the urbanization policies for migrant workers,will facilitate the satisfaction level of the urbanization policies.Thirdly,bond-type social capital and connected-type social capital are the main factors that affect the policy awareness,policy enjoyment,and policy satisfaction of migrant workers' urbanization policies.Among them,formal organization participation,informal organization participation and government trust have a significant positive effect on the implementation of migrant workers' urbanization policies,while special trust will reduce the spread and influence of migrant workers' urbanization policies among migrant workers groups.The bridge-type social capital,that is,general trust cannot affect the implementation of migrant workers' urbanization policies.Migration distance,generation,education level,flow time and whether to sign labor contract all significantly affect the implementation effect of migrant workers' urbanization policies.This research helps to comprehensively grasp the causes of the impact of social capital on the implementation of migrant workers' urbanization policies,and has strong theoretical and practical significance for the government to improve the migrant workers' urbanization policies and thus promote the urban integration of migrant workers.Fourthly,there are differences in the effect of the implementation of the urbanization policies between the new generation of migrant workers and the first generation of migrant workers.The policy awareness,policy enjoyment and policy satisfaction of the first generation of migrant workers were significantly higher than those of the new generation of migrant workers.It is worth noting that in terms of education level,as to the first generation of migrant workers,with the improvement of education level,the implementation effect of their urbanization policy is also significantly enhanced;while the situation on new generation of migrant workers is opposite—with the improvement of education level,it reduced the level of enjoyment and satisfaction of migrant workers' urbanization policies.This may be because a new generation of migrant workers with higher education have new understanding and requirements for the urbanization policies of migrant workers.
