| Urbanization process in China has accelerated simultaneously with the pace of reform and opening up,and the expansion of the city scale has provided more space for further development of migrant workers.In the late 90s of last century,a large number of migrant workers settled in cities with their families,and this trend has become even more pronounced since the new century.Thus,a special group with a large number base has been created in the cities,that is,the compelling migrant children group which has drawn more and more attention.Their education has become one of the most heated topics on education at present.Whether their education problems can be solved is directly related to whether the migrant children can share equal public education resources.Migrant workers’ demands for the public services and products,especially for education resources,has been growing day by day.However,because of the shortage of education resources in most Chinese cities,the demands of the migrant children are not well satisfied,which eventually has caused the problems like "difficulty in seeking proper education" and"more difficulty in seeking better education" for those migrant children.This article mainly carries on the research elaboration from six aspects.The first part defines the relevant concepts,carries out a detailed literature review of the "two priorities" policy,proposes the purpose and significance of this study,and describes the research methods of this paper.The second part analyzes the "two priorities" policy and its implementation of migrant children enrollment to school with the two research methods of questionnaire and interview,trying to get an in-depth understanding of the results and existing problems of the "two priorities" policy implementation.The third part analyzes reasons for the deviation of the "two priorities" policy in the enrollment of the migrant children from two aspects of inside and outside the policy.The fourth part mainly expounds the policy and its practice in other areas of China,trying to absorb the experiences from other advanced areas in China and combine them with the actual situation.The fifth part puts forward feasible countermeasures and suggestions to improve the "two priorities" policy and its implementation,and to provide a better educational environment for the migrant children.The sixth part is a comprehensive summary of this paper,and puts forward a new direction for a future research. |
