The Research On The Construction Of The Government Affairs Service Center Of Yu'an District Of Lu'an City

Serving the people wholeheartedly is the fundamental purpose of the Chinese Communist Party and the Chinese government.All for the masses and for the masses is the fundamental driving force and starting point for the country's progress and development.The construction of the government service center is not only a public place for the convenience of enterprises and the masses,but also a way for our Party to change its functional concept,change the examination and approval service model,and transform the elements of the work style of the government.It is an objective requirement of social development and a inevitable choice for building the service-oriented government.The prototype of China's government service center can be traced back to 1995.For the first time,Shenzhen City has integrated a government department to set up a joint approval service center to provide services for foreign investment.In 1999,based on the experience of Shenzhen City,Jinhua City used the one-stop approval model to create a precedent for the domestic government service center.In the same year,Shangyu City established the first truly government service center in the country.Then,the Administrative Service Center entered the period of exploration and development.As the country promoted the reform of the administrative examination and approval system,a wave of reforms has emerged in various places,and government service centers have been widely established.In 2001,a number of provincial government service centers were established.Subsequently,the establishment of the Administrative Service Center entered a stage of great development,and many county-level local governments began to establish service centers.During this period,the service functions of the Administrative Service Center continued to be expanded and improved,and the administrative reforms tended to be deeper.In June 2011,the Central Committee issued the Notice of the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council on Printing and Distributing the Opinions on Deepening the Openness of Government Affairs and Strengthening Administrative Services(Zhong Ban Fa[2011]No.22),proposing to promote the construction of the government service system,and to gradually establish and improve the government service system.Adhere to the convenience of the grassroots masses as the starting point and the foothold of government service.In 2016 and 2017,Lu'an City and Yu'an District of Lu'an City successively issued implementation opinions for further strengthening the construction of the service system for the people and related docurments for promoting the work of the Internet + Government service,and the multi-level linkage of the comprehensive service system is under construction.This paper focuses on the government service,using literature research,investigation research,and quantitative analysis to analyze and study the actual situation of the construction of the government service center in Yu'an District,Lu'an City.Firstly,the background and significance of the topic are explained.The domestic and abroad research status is analyzed,and the research objects and research methods are expounded.The second chapter of the paper expounds the current situation of the construction of the government service center in Yu'an District from the aspects of construction background,central institution setting,system construction,operation mechanism and main work.The main work includes the standardization of government service,the promotion of Internet + Government service,and the guidance of township and village communities to establish the service station.The third chapter analyzes the effectiveness of the construction of the government service center of Yu'an District,such as the administrative efficiency and the efficiency of residents and enter:prises have been significantly improved,and the strengthening of supervision,fully affirming its positive significance.The fourth chapter and the fifth chapter analyze the existing problems in accordance with the research ideas of asking questions,analyzing problems and solving problems,and clearly point out some problems,such as the ideological understanding is not in place,and the system and mechanism are not perfect,and the software and hardware foundations are weak.According to the actual situation,it proposes countermeasures for improvement and development,such as improving the mechanism construction and promoting the use of online government service platform.
