The report of the Nineteenth National Congress of the Communist Party of China pointed out that the formation of effective social governance and good social order can make people feel more fulfilled,more secure and more sustainable.Since the 18th National Congress of the CPC,a series of significant progress has been made in the practice of social governance in China,but at the same time,with the development of China's economy and society,the relationship of social interests is more complex and social contradictions are more frequent.As an important part of grassroots governance,rural governance is facing some problems that need to be paid attention to,such as the continuous interaction between the participants in rural governance is still lack of scientific institutional settings.Despite this,there is still a lack of systematic organizational arrangements for the deep stimulation of rural vitality,and the channels and ways for the effective participation of villagers are still being explored and perfected.Therefore,in all areas of rural governance,how to guide villagers to practice active,orderly,institutionalized and modern participation behavior,become a vibrant subject in rural governance,and at the same time stimulate rural vitality while maintaining rural order,not only from the perspective of strengthening the leadership of the government,but also from the perspective of improving and perfecting the villagers themselves.Among them,how to standardize and strengthen villagers'participation in democratic elections is a research topic of great practical significance.Based on attribution theory and questionnaire method,this paper takes the election of village committees in X village of H city in Anhui Province in 2018 as the object of observation,and from the perspective of villagers' participation in the election of village committees,attempts to analyze the current situation and causes of villagers' participation in the election of village committees,and on this basis,from the internal promotion and participation of the participants.At the two levels of external environment protection,the corresponding behavior optimization path is proposed.The details are as follows:Chapter one,Introduction.This paper focuses on the background and significance of this topic,and combs the research results of domestic and foreign scholars on China's rural democratic elections.Chapter two,Theoretical analysis.Explain the origin,development and main contents of the participatory democracy theory and attribution theory that will be used in the study of villagers' participation in democratic election process.Chapter three and Chapter four are the main part of the article,which is an analysis of the current situation and causes of villagers' participation in democratic elections.Among them,the third chapter studies the current situation of villagers' participation in the election from three aspects:the mode of participation,the degree of participation and the effectiveness of participation.Chapter four,Based on the understanding and application of Heider's attribution theory and Hilton and Slugoski's "The abnormal condition focus model" in the later period,Combining with the present situation of villagers' participation in X village,the causes of the present situation are further classified and extended,which are divided into internal attribution and external attribution,namely,participation subject factor and participation environment factor,and the causes of the weakening of villagers' participation behavior are analyzed concretely.Chapter five,Optimizing the path of villagers'participation in democratic elections.Under the background of attribution theory,combined with the classification of attribution in the previous chapter,this paper also puts forward the optimal path of villagers' participation in democratic elections from the internal and external levels,namely,the internal promotion of the participants and the external guarantee of the participation environment.And then the conclusion,this paper expounds the current dilemma of villagers' participation in democratic elections and other public affairs in rural areas,and explains the value and significance of trying to combine attribution theory with villagers' participation in democratic elections.
