| Since the"Internet+" action plan was first proposed at the level of the central government,the concept of "Internet+" has been officially incorporated into the top-level design of China's economic and social development,and has penetrated into all levels of Chinese social development at an extremely rapid rate.From communication development to community management,from financial investment to smart transportation,"Internet+" not only changes the fixed behavior patterns that people have formed in social networks for thousands of years,but also makes earth-shaking changes in the thinking and thinking logic of modern people.Since 2016,the words "internet+government service" have appeared frequently in people's sights.Governments at all levels in China have embarked on the path of self-reflection and innovation in the spirit of "Internet+".In order to further improve the "Internet + Government Services" work,the State Council issued the "Guiding Opinions on Accelerating the Work of "Internet+Government Services"(Guo Fa[2016]No.55)and the "Internet + Government Services" Technical System Construction Guide(State Council Letter[2016]No.108)and a series of national policy approaches.In accordance with the deployment and requirements of the State Council,Anhui Province has successively issued the "Work Plan for Accelerating the Promotion of "Internet + Government Services" in Anhui Province"(Wan Zheng[2017]No.25)and "Overall Construction Plan for Online Government Service Platform in Anhui Province"(Wan Zheng Office[2017]No.162)and the "Anhui Province Internet Government Service Measures"(Anhui Provincial People's Government Order No.268)and other policy documents.With the deepening of theoretical and practical exploration,the advantages of "Internet + Government Services"have begun to emerge and have yet to play a greater role.Based on the above background,this article focuses on the situation of Ma'anshan's promotion of "Internet+ government services".This article is divided into six parts.Firstly,in order to lay the foundation of the full text,the introduction part introduces the research background,research purpose,research significance,research status at home and abroad,research content and research methods,and elaborates the research route,innovation and shortcomings at the end.The second part elaborates the relevant concepts of "Internet + government services" and the theoretical basis of this study,and focuses on the three important theoretical foundations of the paper,namely,Drucker's theory of target management,Osborn's theory of government reengineering and the theory of integrated government of ancient rich.The third part introduces the status quo of "Internet + government services" in Ma'anshan through literature analysis,interview and research.It mainly includes the specific measures and achievements of promoting Internet+government services at the present stage.The fourth part introduces the cognition and satisfaction of the local people to Internet+political services,and the problems they face.The causes of these problems are analyzed.The fifth part,through the specific situation of Ma'anshan,working on literature search and comparative analysis of the successful practice of the successful combination of"Internet +"and government services in advanced areas at home and abroad.The practices of Britain and Germany are mainly introduced abroad,and those of Zhejiang and Guizhou are mainly introduced at home.The sixth part is based on the problems and their causes and the practice of advanced areas,and puts forward the countermeasures to solve the problems faced by Ma'anshan in promoting "Internet+government services". |
