Research On The Resources City Government Service Under The Background Of "Internet+"

China has achieved great success since 41 years of reform and opening up.The resource-based industry,as one of China's pillar industries,has made outstanding contributions to China's rapid economic growth.However,with the disordered development and utilization of various resources,China's resource-based cities are also under great development pressure."Internet+" government service is a new way of government service that has been cleared up in recent years.This service clarify the rights,responsibilities and interests related to government affairs by using Internet technology.The purpose is to make the public more convenient and effective access to public services.This type service can ensure the flexibility and efficiency of government services through modem management and digital and information-based means.The "Internet+government service" system of resource-based cities is being actively established and perfected.Then the quality of service for the masses and innovation of the development of government affairs can be ensured.The new concept of government services is also perfected.The channels and thrusters for innovating service forms are "Internet+",but the government's high level of government service is the core.Under the background that the upgrading of Internet is promoted to drive the reform of traditional industries in resource-based cities and the reform of government services,the integration of Internet and government services has brought new development opportunities for public services in resource-based cities.This integration also provides solid technical support for the intelligent development of government public services.However,some problems such as single service mode,lack of quality and efficiency will greatly affect the construction process of "Internet+government services" at present.Therefore,it is very important to further strengthen the optimization of the "Internet+government service" system in the resource-based cities and improve the efficiency of the public.This paper takes "three steps" as the idea,which is problems proposed,problems analyzed and problems solved.This paper compares the current situation of the "Internet+government services" in the resource-based cities at home and abroad.The corresponding academic research results and directions are grasped.First of all,this paper discusses the related concepts and basic theories,which provides a theoretical basis for further research.Then,after sorting out the achievements and development direction of resource-based cities in "Interuet+government services",we select typical domestic resource cities Daqing,as the research case.This paper analyzes the existing problems and causes in the construction of the Internet+government service system,by adopting comparative method,literature method,questionnaire survey method and other research methods.Finally,we draw some experience and inspiration from the experience of building "Internet+government services" in typical resource-based cities at home and abroad.This article lists the construction of "Internet+government services" in Houston,Birmingham,Calgary and Fuxin,Jiaozuo and Dongying.The experience and enlightenment includes four aspects.First,optimize the service function of government affairs entirely.The optimization of traditional activities,centralized administrative affairs,and combination of online and offline activities are considered.Second,integrate service platform channels and break the pattern of urban and rural division.Third,promote the opening and sharing of data resources,including accelerating the utilization of data,promoting the sharing of data and improving the long-term mechanism of data sharing.Fourth,cultivate information security culture and improve information security management.User satisfaction of resource-based cities is reduced as the imperfect system construction of "Internet+government service" system.According to the actual situation,this paper propose that the service object can be classified and the corresponding service can be selected according to the category of service object.So the humanized management level of government service will be improved.In the process of administrative examination and approval,it is difficult for the public to deal with the related affairs in many departments.The countermeasures and suggestions are put forward,such as simplifying the process,using electronic files,applying by telephone and handling business.
