Study On Participatory Governance Of Large Communities In Tongguan District Of Tongling City

As a constituent unit of urban society,the community is also regarded as a basic constituent element in the national organizational system.Since the reform and opening up,the social structure has become complicated and multilayered,the rise of social organizations and the enhancement of residents' democratic consciousness.Therefore,community participatory governance emerged at the historic moment and gradually expanded with the domestic social management system,the implementation of this work has a certain positive impact on urban community governance and the construction of basic democracy.However,the transformation of community governance model faces great challenges.The inadequacy of social capital,the shortage of theory and practice and the complexity of society all determine that urban community participatory governance will grope forward.As the main urban area of Tongling city,Tongguan district takes the lead in implementing the comprehensive community system reform in the country providing the first living example of comprehensive reform and innovation in the urban area.This successful case also sets an example for other cities and regions.This article summarizes the Tongling city copper officer area community participatory governance practices and results,copper officer area through the government plays,operas,people change the traditional community work"top-down"management mode,establish the process subject pluralistic,open and orderly democracy,equality,consultation,the results of controllable"bottom-up"governance model,open the public opinion expression channel,timely resolve the basic social contradictions,promoting the construction of democracy at the grassroots level,realizes"for people"to"by the people of the family".Through practice,large community participatory governance,as an important carrier of grassroots social management,is not only the practical needs of the public from spontaneous to conscious,but also the public's realistic expression of democratic participation in the management of state affairs.From the perspective of the government,it is a process of returning power to the people.However,due to the lack of government empowerment,the participation rate of residents is low and the development of social self-organization is slow.citizens'individual or organization's low sense of identity and sense of belonging to the large community,and many problems remain to be solved.Solving many problems requires courage and wisdom as well as innovation and exploration.After analyzing the deep reasons behind the problems,this paper further discusses how to take some measures from the perspectives of different subjects,such as the government,large communities,social organizations and residents,so as to solve the problems existing in the current participatory governance process of large communities.
