Research On The Community Governance In Tongguan District Of Tongling City

Urban community is a relatively independent social community in a certain area,composed of crowds of people who live in a particular way of life and share a sense of member belonging.The changes of the urban community structure will inevitably case the innovative transformation of governance of the urban community.Since the1990 s,our country gradually started the experimental unit of transitional development of urban community governance,which promotes the reformation of urban community managing system.China has accumulated rich experiences of more than20 years,encountering the bottleneck of the innovation at the same time.It is imperative to solve problems faced with the community management system reform.Based on the research on domestic and foreign theories on urban community,governance and community governance,this paper takes Tongguan district of Tongling city as a case study to explore the successful experience,dilemma and countermeasures of the urban community governance of Tongguan district.Tongguan district community governance has succeeded in improving government services equal performance level,enhancing the capacity of community services,improving the ability of community public service,but also exists such problems as the function of community governance switching to administerization,the non-proper organization,the mal-functional multiple subject cooperation management synergy.After research and analysis,this paper puts forward the countermeasures and strategies to solve four specific problems.It is hoped that Tongguan district can realize the organic integration between government governance and residents' autonomy in deepening the comprehensive community system reform,and realize the scientific,standardized and democratic community governance.At the theoretical level,this paper strives to enrich the content of community governance reform,enrich the theoretical basis of China's urban grass-roots community governance system reform,and conduct innovative research on community governance in the field of public management.From the practical level,this paper aims to improve the pertinence and effectiveness of the community governance,and strive to form a new pattern of community multi-subject cooperation and co-governance.
