| As the Central District of Tai’an City,the economic development of Taishan District has an important significance to the overall development of Tai’an City,and the work of attracting investment plays a crucial role in enhancing the comprehensive strength,economic development and industry of Taishan District.At the same time,as the only national key ecological function area in Tai’an City,the level of ecological environment in Taishan District has a vital ecological strategic impact on the maintenance and development of ecological resources in the region.This paper chooses the strategy of attracting investment based on the perspective of national key ecological function zones in Taishan District,which is of great significance to the overall economic and ecological health of Taishan District.On the basis of studying and mastering the relevant research results of investment promotion and attraction at home and abroad,this paper combines the related concepts of investment promotion and attraction,national key ecological function zones,and understands the theory of ecological economy and government functions,and makes a detailed analysis and interpretation of the economic and social development and ecological environment of Taishan District,and through carrying out investment promotion in Taishan District.By means of interviews and questionnaires of business operators in Taishan District,it is found that there are some problems in the activities of attracting investment in Taishan District,such as unclear functions of investment agencies and inefficient institutions;limited land indicators,which affect the landing and expansion of investment projects;inadequate awareness of key ecological functional areas of the country,and lack of targeted investment policies.From the point of view of the practical work in Taishan District,this paper puts forward some suggestions for adjusting the strategy of attracting investment in Taishan District based on the national key ecological functional areas,including implementing the negative list system of industrial access,special ecological dividend related industrial projects,comprehensively evaluating the priority of attracting investment according to the ecological and economic benefits,spatial layout of attracting enterprises according to the ecological red line,and matching.After putting into operation,the investment inviting enterprises should carry out ecological monitoring and feedback and implement the performance appraisal system of giving priority to ecological benefits.The strategy of attracting investment in Taishan District based on the national key ecological functional areas mentioned in this paper can be used as a reference for the future promotion and optimization of investment policies in Taishan District.At the same time,from a national perspective,there are many places selected for the national key ecological functional areas,which also has a good reference significance for the government of similar areas in Taishan District to formulate relevant investment policies. |
