Research On The Implementation Of China's Precise Poverty Alleviation Policy

To eradicate poverty,improve people's livelihood and achieve common prosperity is the essential requirement of socialism.Since China's reform and opening up,adhere to the mass poverty alleviation and development in China,the effect was obvious in poverty alleviation and development,China's rural poverty population drastically reduced,significantly lower incidence of poverty,people's living standards improve,realizes from widespread poverty and regional poverty to basically solve the poverty.Since the eighteenth congress,adhere to the road of poverty alleviation and development with Chinese characteristics in our country,vigorously implement the accurate policy of poverty alleviation and precision of poverty,create the best achievement in the history of poverty reduction,reduce rural poverty population is more than 68.50 million people,average poverty reduction more than 13 million people,poverty rate fell from 10.2% in2012 to 3.1% in 2017.However,due to the poor people more poor areas,deep poverty and anti-poverty crucial time tight,heavy task,precise poverty alleviation policy still has some problems,therefore,need to put forward countermeasures,enhance the precision of poverty alleviation policy effectiveness,so as to win out of poverty to be completed,make sure that every poor masses share the reform development achievement.The Smith model theory mainly includes four elements: idealization policy,actuator,target group and environment factor.In this paper,by using the theory of the smith model to perform accurate poverty alleviation policy in China were analyzed,and found the precise poverty alleviation policy system itself is not perfect in our country,the low precision actuator performance of poverty reduction policy,target group culture quality is not high,the problem such as participation awareness is not strong,then has carried on the analysis of the causes of targeted,in reference to the central and western China's anti-poverty experience,on the basis of proposed countermeasures and Suggestions of perfecting our country's precise execution for poverty alleviation: Make accurate poverty alleviation policy system scientific,rationalization,and improve the precision for poverty alleviation policy executive power of the actuator,intensify education and training of the target group,to improve the poor policy participation,create a good environment of policy implementation.
