Research On Land Law Enforcement Supervision In Qinghai Province Based On Land Division

Land law enforcement supervision is an important basis for strengthening Land enforcement functions and solving Land enforcement problems.Taking Qinghai Province as an example,according to the tasks and characteristics of land management and law enforcement supervision,as well as studying regional socio-economic development and land use status,the corresponding indicators are selected to construct a land enforcement monitoring and zoning indicator system;using SPSS statistical software,using principal components The analysis method reduces the dimension of the secondary indicators,and analyzes the results of each principal component in combination with the actual situation in Qinghai Province.The secondary indicators after standardization are used as variable data to the counties(districts,municipalities,and commissions)of Qinghai Province.For the case,the K-means clustering method is used to analyze the clusters of the counties(districts,municipalities,and commissions);on this basis,the Land enforcement monitoring division of Qinghai Province is carried out,and the results of each division and future land are analyzed.The main findings and conclusions are as follows:(1)Principal component analysis of the zoning indicator system.Through principal component analysis,the 17 secondary indicators are reduced in dimension.The results show that the first four principal component eigenvalues are greater than 1,and the cumulative contribution rate is 85.92%.The 17 land subdivision indicators can be reduced to four.main ingredient.The common factors of each principal component are urban construction factor,mineral resource factor,cultivated land protection factor and land ecological factor.The weighting and summation of the main component scores,the ranking of the comprehensive components of each county(district,city,and travel committee)and the ordering of the first principal component are the most similar,and the main components of the second,third and fourth components are different.The ordering between components is irrelevant.(2)Land enforcement monitoring partition cluster analysis.Through K-means cluster analysis,the four counties(districts,cities,districts,and commissions)of Qinghai Province are divided into four cluster categories.Comparing the clustering centers of each category,it is found that the clustering results are basically consistent with the principal component factor loadings in the principal component analysis.(3)Divide the land division and propose a monitoring focus for each district.According to the results of principal component analysis and cluster analysis,combined with the characteristics of land management and law enforcement supervision in Qinghai Province,each clustering category is divided into urban construction monitoring area,cultivated land protection monitoring area,mineral mining monitoring area and land ecological monitoring area.Combined with the characteristics of land use and management in each district,the key points of monitoring in the future land enforcement process are proposed respectively,which provides a reference for strengthening land management and law enforcement in Qinghai Province.
