The Dilemma And Way Out Of Land Law Enforcement Supervision

Land law enforcement supervision is an important grasp to ensure the implementation of land-related laws and regulations,an important way to prevent the waste of land resources,a prerequisite to maintain the stable development of market economy,and a basic way to promote the sustainable use of land resources.However,in recent years,with the development of society and economy,the value of land has been continuously improved,and land violations have emerged in endlessly.In the process of land management,problems such as backward planning,tedious land examination and approval,weak social and legal awareness,excessive government intervention and difficulty in investigating and dealing with illegal cases have not yet been solved.At the same time,new situations and new problems have followed.How to get out of the dilemma of land law enforcement and supervision,effectively curb land violations and ensure the rational use of land resources is an urgent problem in China.This paper takes the land law enforcement supervision of D town of Zhuji City,Zhejiang Province as the research object,introduces the current situation of the institutional framework,operation system and policy background of the land law enforcement supervision in D town.Through the research methods of literature research,investigation and analysis,comparative analysis,induction and case analysis,it comprehensively analyses the existing problems of the land law enforcement and supervision in D town,and explores the deep-seated reasons for the existing problems.From the point of view of the law enforcement personnel of land supervision at the grass-roots level,this paper puts forward five countermeasures and suggestions to optimize law enforcement of land supervision at the grass-roots level,such as: rational planning of land use,benign guidance of practical problems;effectively improving the efficiency of examination and approval,striving to achieve the "maximum run once";improving land laws and regulations,strengthening education and publicity of law popularization;Optimizing land management system and ensuring smooth development;standardize land law enforcement and supervision,straighten out land management mechanism,etc.In order to provide some useful reference for the land supervision and law enforcement and the future improvement of land management laws and regulations.
