Research On Improvement Of C Municipal's Information Resources Project Management

Now,information resources have played an important role in the progress of enterprises and society as well as human,material and natural resources.In recent years,with the continuous popularization of the mobile Internet technology and the wide application of information services in various fields of social life,people's expectations for the capability of government information services are gradually increasing,which request the reform of electronic government informatization in China.At the same time,with the increasing number and complexity of government work,the contradiction between government internal business needs and government service capabilities also puts forward the government's information innovation.As the institute of social management,the government should strengthen the strategic planning,project construction and results evaluation of informatization.Government informationization is one of the most important parts of national informationization strategy.The government has promulgated a series of policies to promote the informationization construction,such as the National Informationization Development Strategy 2006-2020.Besides,informationization construction of various government departments has also entered the development.However,due to the lack of relevant experience in the construction of information technology,it is found that there are still many universal problems in the construction of government information in China,which hinder the further development and utilization of government information resources.Many problems,such as the lack of a unified government information service platform,difficult coordination of information resources between departments,inconsistent data standards,difficult integration,poor level of information resources sharing and so on,are to be resolved.Taking C city as an example,this paper studies the problems in the construction of government informatization from the perspectiveof government information resources project management,in order to putting forward management suggestions for the development of E-government in China.Government information construction is generally achieved by outsourcing information projects.The research on government information resources project management is closely related to project management theory,information project theory and government information project research.The theory of project management originated in the United States.It is a new management theory taking temporary work of organization as the research object and project success as the research goal.Information project management is the specific application of project management in the field of information.The high-risk characteristics of information project make it more difficult to manage.Based on the comprehensive analysis of the existing theories on government information resources management at home and abroad,this paper analyzes the current situation of C municipal government informatization construction by empirical research,summarizes and analyzes the problems of C municipal government informatization management by questionnaire survey.Starting with the four processes of management,resource allocation,combination control and acceptance of achievements,this paper puts forward some suggestions for improving the management of information resources projects in C city.The effectiveness of the source project will ultimately provide strong support for government decision-making support,improve government transparency and efficiency,and accelerate the construction of a service-oriented government.The innovations of this paper is to study the government information resources project management by combining the idea of project integration management and information project management,which enriches the relevant theoretical research;the other is to select C city as a typical sample.This paper interprets the informatization construction of C city,and puts forward policy suggestions for the informatization construction of C city by using the method of empirical analysis.
