The 19 th National Congress of the Communist Party of China clearly stated that "We must enhance our study skills,create a strong atmosphere of learning and brave practice in the whole party,build a Marxist learning-oriented political party,and promote the building of a learning power." Implementing this spirit requires all party members,especially civil servants,to do their part,and to improve learning ability,which is the foundation of all other abilities.Improving the learning ability of civil servants is an inevitable requirement of the development of the times and an objective requirement for promoting the development of socialism with Chinese characteristics.The grassroots civil servants are the the main part of our civil servants in China and the public powers closest to the masses.The ability and quality of grassroots civil servants have a profound impact on the present situation and future of grassroots governance in China.The ability and quality of grassroots civil servants greatly influence the current and future status of grassroots governance in China.Improving the learning ability of grassroots civil servants is an important part of building a strong country for learning.Combined with the current situation of social development,the particularity of grassroots civil servants and the public’s appeal to social public services,Systematic research on the improvement of the learning ability of grassroots civil servants has great and far-reaching practical significance for improving the ability and quality of grassroots civil servants and building a strong country for learning.For now there is no clear and specific definition of the learning ability of grassroots civil servants in China’s academic circles,nor is there any relevant sufficient theoretical research.For a long time,learning ability is considered to be the ability to acquire knowledge.However,simply acquiring knowledge is difficult to adapt to the rapid development of the knowledge economy.At present,the academic community increasingly recognizes that learning ability is the ability to acquire,internalize and externalize knowledge.Combined with the eight types of learning of American psychologist Robert Mills Gagne,the definition of learning ability by domestic scholars such as Xu Ying,Xu Xiangyang,Yang Chenghu and Zhang Wei and Canadian scholar Scott Young’s holistic learning theory,this paper defines the concept of learning ability of grassroots civil servants as the ability of grassroots civil servants to obtain information,master information,and use information to solve problems,including information acquisition ability,information internalization ability,problem solved ability andinformation externalization ability.And there is a logical relationship between the four aspects:information acquisition ability is the beginning of learning ability;information internalization ability is the focus of learning ability;problem perception ability is the key to learning ability;information externalization ability is the destination of learning ability.The process of information externalization is a prelude to a new round of learning,and the learning ability is continuously improved during the cycle of recurring cycles.This paper takes the grassroots civil servants in L County of Hebei Province as the research object,and comprehensively uses the document analysis,questionnaire survey method and in-depth interview method to analyze the problems existing in the improvement of learning ability of grassroots civil servants,and the reasons causing these problems.On this basis,Suggestions for improvement of the learning ability of grassroots civil servants are put forward.The first part of this paper is an introduction which explains the background,research significance,research content,research methods and innovations of this paper.It points out that the core of improving the overall competence of grassroots civil servants is to enhance their learning ability,the definition of scientific understanding of learning ability is the basis of research,and to understand the importance of improving learning ability is the key of research;The investigation of the learning ability of grassroots civil servants is determined as the entry point of this paper;The purpose of this paper is to improve the learning ability of grassroots civil servants.Promote the improvement of the ability and quality of grassroots civil servants and improve work efficiency.The second part is the concept definition and theoretical basis.The research content of this paper is the learning ability of civil servants at the grassroots level.Therefore,this part first defines the concepts of civil servants,grassroots civil servants,and basic civil servants’ learning ability.Secondly,combining new public service theory,human capital theory,adult learning theory,and incentive-health theory and other explanations,the theoretical basis for improving the learning ability of civil servants at the grassroots level is explained.The third to fifth parts are the main part of this paper.Through questionnaires and in-depth interviews,the author investigates the current situation of the learning ability of grassroots civil servants in L County,Hebei Province.It focuses on the problems existing in the improvement of the learning ability of grassroots civil servants,including lack of understanding of the importance of improving learning ability,subpar target content of learning ability,insufficient motivation to improve learning ability,poor effect of training on improving learning ability,and the poor environment for improving learning ability.Finally,the problem of improving the learning ability of grassroots civil servants in L County of Hebei Province is analyzed.The reasons are included as following:There is a deviation in the concept of improving the learning ability of civil servants at the grassroots level.The classification and training of grassroots civil servants are not perfect.The mechanism for improving learning ability is not perfect.Poor objective conditions at the grassroots level and so on.The sixth part of this paper is the suggestions.Improving the learning ability of civil servants at the grassroots level is a systematic project and requires multiple measures.This part is explained from four aspects as concept,system,mechanism and guarantee.It includes:establishing a scientific concept of improving the learning ability of civil servants at the grassroots level,perfecting and implementing the classification and classification training system for grassroots civil servants,and building a learning mechanism for grassroots civil servants to build capacity,also creating a good environment for the improvement of civil servant learning ability.The seventh part of this paper is the conclusion and outlook.It mainly summarizes the research results and looks forward to improving the learning ability of grassroots civil servants.
