In March 2009,according to the Survey Report on the Job Burnout of Chinese Professionals compiled by China's human resource development network,75.3% of job professionals had a sense of job burnout.Among them,the proportion of civil servants in government agencies was relatively higher.Before this,another data compiled by the website found that in 2005,the ratio of job burnout among civil servants in government agencies exceeded 55.12%,ranking first.A survey conducted by the Nikko Daily newspaper on January 22,2013 revealed that about 80% of the 2,658 grass-roots civil servants in 10 provinces,including Hebei,Zhejiang,and Yunnan,have experienced job burnout.All these reflect the serious job burnout of grassroots civil servants in China.China is currently in the final stage of building a well-to-do society.The government is also shifting from a managed government to a service-oriented government.This group of civil servants plays a very important role in promoting the transformation of government functions and social progress.Because the nature of civil servants' work is relatively unique,their job burnout will cause some negative effects not only on the well-being of family members,colleagues and clients,but also on the efficiency of the government's public services,management performance,etc..In particular,civil servants at the grassroots level,as an important part of the civil service,are the ultimate executors of various government policies and policies,and are the main force for the construction of service-oriented government.They play a role in connecting government with the government,and the quality of their work is high and low.It will inevitably bring direct interference to the interests of grass-roots citizens.Their job burnout will directly affect the performance of government agencies,and it will also have an adverse impact on social stability.The author conducts research on grassroots civil servants in Hebei Province and conducts surveys on 150 grassroots civil servants in five counties(cities)of Hebei Province in the form of questionnaires and case interviews.Based on the relevant literature,this paper analyzes the overall level of general burnout among civil servants in Hebei Province,and further understands the performance of civil servants' job burnout at the grassroots level through case interviews.Finally,it is concluded that the factors that cause job burnout are extremely complex.For example,at the individual level,grassroots civil servants lack a certain ability to adapt and do not have an objective evaluation of themselves;organizationally speaking,the organization's related systems are not perfect.There is a lack of a good and harmonious organizational culture.From a social perspective,the social masses lack understanding of the grassroots civil service groups and have not established a strong support system.After understanding the causes of job burnout affecting grassroots civil servants,we actively analyzed and hoped to find a way to reduce or avoid job burnout.
