| One of the "eleven principles" of the core of the rule of law is to adhere to the common promotion of the rule of law,the rule of law,and the administration according to law,and the integration of the rule of law country,the rule of law government,and the rule of law society.Whether the goal of comprehensively governing the country according to law can be truly achieved and whether governments at all levels can truly adhere to the rule of law is the key.Grass-root civil servants are the last mile to exercise public power and implement the rule of law policy.Whether the government can adhere to the rule of law,the level of law-based administrative ability of grass-roots civil servants is crucial.The report of the Twentieth National Congress of the Communist Party of China also proposed that we should continue to improve the ability of administration according to law,government staff,especially leading cadres,should continue to improve their ability to work in the way of the rule of law,should improve the mechanism of training,assessment and supervision of the rule of law,and strive to improve the quality of public officials.However,in the actual situation,some grassroots civil servants’ capacity cannot reach the desired level.So this paper will conduct an actual investigation of the current situation of the grassroots civil servants’ administrative capacity according to law in S City,find out the deficiencies and put forward targeted suggestions.This article takes grassroots civil servants in S city as the research subject,and uses a combination of qualitative and quantitative methods to construct the evaluation system,which is also the innovation of this article.Firstly,based on reading a large number of relevant literature and journal materials,using qualitative research methods,Nvivo 11 software was used to code and construct 6 primary indicators and 21 secondary indicators,and a brief explanation of each indicator was provided.Secondly,use the preliminary first and second level indicators formed in the above steps to design survey questionnaires,which are distributed to civil servants and the public respectively.Conduct on-site research,distribute questionnaires,and collect and organize effective questionnaire information.Use SPSS software to conduct factor analysis on the data information,and construct the final model for evaluating the legal administrative ability of grassroots civil servants.After the construction of the evaluation model is completed,an analysis is conducted on the legal administrative ability of grassroots civil servants in S city based on the survey results.Firstly,conduct an overall analysis of the civil servant self-evaluation questionnaire and the public self-evaluation questionnaire,including the distribution of scoring scores in the two questionnaires,the mean of six dimensions,and the comparison of importance scores and scoring scores;Secondly,a differential analysis of demographic variables was conducted,using factors such as gender,age,and educational background as variables to identify the factors that affect the legal administrative ability of grassroots civil servants and explore their reasons.It was found that there is a significant gap between the cognitive ability,coordination ability,and influence of legal administration and the expected ideal state.Therefore,the reasons for the problems were analyzed from two aspects: the subjective consciousness of civil servants and the organizational mechanism,including insufficient ideological understanding and poor learning ability;The training and supervision system is not sound;Legal popularization activities are mere formality.Finally,on the basis of investigation,problem and cause analysis,countermeasures are proposed from three dimensions and nine aspects: legal administrative cognition,legal administrative coordination,and legal administrative influence. |
