Research On The Effectiveness Of Grid Governance

With the progress of science and technology and the development of society,the main contradiction of the current society has been transformed into the contradiction between the people's growing demand for a better life and the imbalance of insufficient development.The imbalance is mainly reflected in the social and economic structure: imbalance between the real and the virtual economy;imbalance in regional development;imbalance in income distribution;imbalance between urban and rural areas;imbalance between economic and social development;imbalance between economic and ecological development;The inadequacy is mainly reflected in the incomplete development of development potential,efficiency improvement space is large,the level of per capita development is still far from developed countries.Under this background,grid management is regarded as an effective way of management,which is promoted nationwide in order to solve major social contradictions and enhance people's happiness.However,in the process of national governance modernization and social governance reform,facing a variety of complex contradictions and challenges,changing grid management into grid management will be the direction of grass-roots management development.What is grid governance? What are the advantages compared with the traditional government management mode? In the face of complex and changeable realities,can grid governance really solve problems? how to make grid governance effectively to achieve the ultimate goal?This dissertation will research on grid governance from the conceptual elaboration,the status quo and case interpretation,effectiveness analysis,countermeasure analysis and other angles,combing with literature induction,case analysis of grid governance research,to explore a new path to optimize the grid governance model on the basis of ensuring effectiveness,in order to promote the modernization of grass-roots governance.The first chapter discusses the topic selection and research significance from the realistic and theoretical significance.At present,there are some cases and achievements of grid governance at home and abroad,but there is no systematic theoretical analysis.This dissertation will clarify the significance of grid governance in the new era through literature induction and case analysis,combining theory with practice.The second chapter dialectically expounds the methods and advantages of grid governance from the aspects of "what is governance","changes from management to governance","standards of consideration" and changes in national and local policies,compared with the traditional management model,clarifing the basic concepts of grid governance.The third chapter makes an in-depth analysis from the ancient "Baojia system" to the comprehensive grid management of Fengqiao town,which is a hard exploration of grid governance,focusing on Yuhang District of Hangzhou City as a case,from the social resources integration,meticulous management and tracking accountability system,information platform construction,government's responsibility change,construction of the grid team,and generalization of the grid government,making a deep analysis of the current situation of grid governance.The fourth chapter makes a comparative analysis of the traditional management mode and grid governance from three aspects of awareness,participation and satisfaction,further clarifies the effectiveness of the latter,and considers all dimensions comprehensively to prove that grid governance is inevitable in history.The fifth chapter elaborates the future direction of grid governance efforts,in order to improve awareness,participation,satisfaction as the ultimate goal,from the macro considerations and basic countermeasures to look forward to grid governance.
