Research On The Realistic Dilemma And Coping Strategies Of Post-crisis Governance

At present,China is in the process of reform and opening up in the transition period.Due to the drastic changes in the economic and political society during the transition period,it has now entered a typical risk society.The report of the 19 th National Congress of the Communist Party pointed out that at the current stage,some outstanding problems of inadequate development imbalance have not yet been resolved,and social contradictions and problems are intertwined.The emergence of various social contradictions,social problems has not only caused enormous property losses to the society and the people,but also poses severe challenges to the government's public management capabilities.In recent years,the frequent occurrence of crisis events has made the government aware of the importance and urgency of strengthening crisis management capabilities,the government's crisis management capabilities are also increasing.However,at present,scholars and governments have focused on crisis management.Pre-crisis management and crisis management,there are not many researches on the re-governance process after the crisis has temporarily subsided.Therefore,it has very important theoretical and practical value on how to improve the government's post-crisis governance response strategy.The focus of this dissertation is on the practical dilemma and coping strategies of post-crisis governance,the specific analysis of Hangzhou Zhongtai incident.Through the analysis of the Hangzhou-Thailand incident,in the face of mass incidents,the government faced the real dilemma and adopted the post-crisis governance coping strategy.Firstly,this dissertation explains the background of the topic from the harm of crisis events and the importance of post-crisisgovernance.It expounds the significance and necessity of this dissertation from both theoretical and practical aspects,combs the research status at domestic and foreign.Then,this dissertation further illustrates the theoretical basis and analytical framework of this dissertation by asking questions and constructing research theories.Then,taking the Hangzhou Zhongtai incident as an example,this dissertation analyzes the practical challenges and influencing factors of post-crisis governance,mainly including the people's resistance to resentment,the decline of government credibility,whether the waste incineration plant can be restarted and full of risks,etc.Adjusting the cognitive bias,improving the opportunity environment,perfecting the dialogue mechanism and establishing the safeguard mechanism,etc.,and finally turning the crisis into opportunity,the original site of the Zhongtai waste incineration project was rebuilt.On the basis of the above research,this dissertation believes that it is necessary to explore the effective ways of post-crisis governance from three aspects.First,change the concept of decision-making from passive response to initiative;the second is to expand diversified communication channels and strengthen the effectiveness and pertinence of consultation and governance.;the third is to build an institutional guarantee system and to consolidate the practical basis of consultation.The study of the real dilemma and coping strategies of post-crisis governance,through the analysis of the process of re-governance after the crisis,will have a positive effect on the resolution of crisis events,the government's social governance reconstruction,etc.,and also provides a valid reference to improve the government's crisis management.
