Research On Public Security Function In China Under Social Governance Valve

With the deepening of reform and opening up,the rapid development of the market economy,the increasingly complex social division of labor,and the increase in the flow of labor,the importance of public security organs as one of the executives of social management has become increasingly prominent.In the maintenance of social order,the work of public security organs has increased with the advancement of reform.Under the background that social management gradually shifts from "management" to "governance",how public security can better play its role in social governance and improve the administrative efficiency of public security in public security are issues that public security agencies must answer in the process of social transformation in the new era.This article is based on governance theory and takes the content of the report of the 19 th Congress as the guiding ideology.It tries to expound the issue of social governance of public security in the new period,promotes the efficiency of the implementation of social governance by Chinese public security agencies,and tries to propose a new idea of the public security function in China in the new era.On the one hand,the theory of public security should be extended theoretically from the perspective of governance theory.On the other hand,it provides new ideas for the positioning of social security functions in public security in the new era.The full text consists of six chapters,the first chapter introduces research backgroundand significance,research ideas and methods,research content and framework.Chapter two related concepts and basic theories.It defines the main concepts involved in the paper,and introduces the main theoretical basis,governance theory and its reference to this article.The third chapter is the historical evolution and development of public security functions.To sort out the evolution of the public security function in our country and the public security functions in major western countries.The fourth chapter is the challenges and problems faced by public security in the field of social governance in the new era.The in-depth analysis of the challenges and existing problems in the field of public security in the new environment under the new environment.The fifth chapter strengthens the new thinking of the public security governance function in our country.From the perspective of governance theory and the spirit of the Nineteenth Congress as the guiding ideology and the principle of follow-up,specific measures for optimizing the social governance function of public security are proposed.The sixth chapter concludes by summarizing the full text and proposing further research directions.Through the analysis of the development stage of social governance of public security in China and the challenges faced by public security functions in social governance in the new period,this paper draws the following conclusions: 1)Social environment changes in the new period have brought new challenges to public security and social governance.With the diversification of social organizations,diversified industrial structure,widespread social contradictions and deteriorating law enforcement environment,the public security functions in China face challenges such as the complex and ever-changing forms of public security,the transfer of social contradictions,and the lack of legal environment and implementation environment.2)In view of the challenges faced by the Chinese public security function in social governance in the new era,based on the perspective of governance theory,the 19 th National Spirit is adopted as the guiding ideology,and the social governance organization is neat,the subject of social governance is diversified,the function of social governance is clarified,and society The modernization of governance methods and other aspects to improve the efficiency of the implementation of public security functions in social governance in China.
