Now, the reform of China’s economic and social development is entering the growing pains, and economic growth slows down, and meanwhile some social contradictions appear gradually, such as unfair social distribution, the widening gap between the rich and the poor, tense labor relations and the consequent groups events occurring frequently, and so on. These problems exposed the Chinese government’deficiency in terms of economic development and the lack of social governance too much attention in recent years. The Party’s eighteenth conference once pointed out that we should guarantee and improve the livelihood of the people and put it in a more prominent position, to strengthen social management and innovation, to correctly handle the relationship between reform, development and stability, to unite the strength, to increase harmonious factors to the maximum and to increase the creative vitality of society, and to ensure that the people live and work in peace and the national long-term stability. We should also speedup the formation of a scientific and effective system of social governance, improve the social security system, improve the basic public services and social management network, establish the mechanism and system to ensure that society is full of vitality, harmonious and orderly, clear and regulate the expression of mass appeal, coordination of interests, protect the rights and interests of the channels. We should support trade unions, Communist Youth League, women’s federations and other mass organizations to play the part of the role of bridge, better reflect the people’s voice, and safeguard the people’s legitimate rights and interests. We should rely on the working class wholeheartedly, improve the workers’Congress as the basic form of democratic management system, and protect the rights of workers of participating in the management and supervision of democracy. And we should play the synergy of various organizations at the grassroots level, and achieve the combination of government management and grassroots democracy. As a bridge and link between the government and the masses of workers, the trade union has inherent advantages in the process of social governance, and the trade unions will become an important role in the social management system.The paper is divided into six parts.In the first part, the introduction introduces the significance of the topic, and the research and research methods and ideas of the domestic and foreign scholars on the trade union organizations to participate in social governance. The second part mainly discusses the related concepts and theoretical basis of the performance of trade union functions in the perspective of social governance. The third part is about the analysis of the current situation of trade unions to perform their duties from the perspective of social governance. The fourth part is the analysis of the causes of trade unions to perform their duties under the dilemma from the perspective of social governance. And in the fifth part, we put forward five suggestions on how the trade union participate in the process of social governance effectively and fulfill its function in view of the problems existing in the process of China’s trade unions to perform their duties and with China’s current policy combination,The last part deals with summary and prospect.
