A Research Of The Local Government Online Service "One Pass For All"

With the development of information technology,the age of internet government affairs service has come.After the proposal of"internet +"concept,with the multiple research and preparation of the State Council,a series of important papers have been issued to promote"internet + government affairs service",to deepen the"delegation,control and service"reform,and to streamline administration and improve service quality.However,on the overall level,the"internet + government affairs service"of China still have issues including decentralized construction of government service platform,the over-complicated operation system,the unified standards of matters,the unsmooth data sharing,and insufficient business collaboration.Therefore,to deepen the reform of"delegation,control and service"and to build a national uniform online government affairs service platform,it is the inevitable requirement to adopt "one pass for all"operation mode to achieve the iterative upgrading of "internet + government affairs services".In May 2018,the State Council has proposed to build national integrated online government service platform,adopt"one pass for all"operation mode and realize the national unified standards for government service affairs,unified data sharing,and full-process online operation.Although this is promoted as priority in many regions,and the "one pass for all" is established in most of the provinces and cities by the end of 2018.However,the unbalanced development in these regions,the underdeveloped functions on the service platform,the insufficient integration of online and offline multi-channel service and imperfect legal supervision system still exist.According to the regulations of Guiding Opinions on Accelerating the Construction of National Integrated Online Government Service Platform,all provinces(autonomous regions and municipalities)should complete the construction of government affairs platform before the end of 2019,thus all the regions are in urgent state to build the "One pass for all"operation mode.As a first batch of the pilot regions,Shanghai have completed all the pilot tasks on time,fully promote "one pass for all"and build a full process integration online service platform.Also,Shanghai has taken the leadership in the construction of the Yangtze River Delta government service integration platform,which becomes the first example of cross-regional application of the first national government service platform,and provides some optimization inspirations for other regions building the integrated online government service platform:Firstly,realize data sharing,establish the big data center and unity the time standard;Secondly,build a comprehensive process integrated online service platform,fasten the platform connection of the subordinate departments in each region,deepen the application of online government platform and strengthen the business collaboration;Thirdly,promote the construction of government service connection points,emphasize more to the grassroots for government service and rely on established service points;Fourthly,strengthen the division of labor and cooperation,realize the revolutionary reengineering of departmental business processes,and strengthen the division of labor;Fifthly,enhance the construction of supporting facilities and legal guarantees,improve network infrastructure and system standards,strengthen safety guarantees,improve supervision and assessment methods,and enhance training communications.Only by learning from the "One pass for all" model in Shanghai,can the iterative upgrade of "internet + government affairs services" be completed.
