Study On The Value Promote Of Village Rules And Regulations In The Rural Governance

Chinese society is in the transition period from tradition to modern development.There are a series of problems,such as conflict of values,decline of moral ethics,single village governance,etc.Therefore,it is necessary to strengthen the village governance.As an endogenous folk customary law,village rules and regulations are formulated and abided by by villagers in an organized way,focusing on regulating villagers’ social behavior through moral teaching and regulations binding.It is of far-reaching significance to fully absorb and apply the moral and cultural values contained in the village rules and regulations,so as to give full play to the rule of governance function of the village rules and regulations,and to build a rural rule of construction system supported by correct values.Promoting the value of village rules and regulations is not only the realistic need to promote the village governance in China’s rural areas,but also the meaning of perfecting and deepening the village rules and regulations.Therefore,this study uses Marx and Engels’ moral governance thought,on the integration of "three governance" in rural governance system and the cultural network theory of power.The research methods of case interview,typical case and questionnaire survey are used.By collecting the text content of the village rules and regulations of "Three Towns and Four Villages" in Shandong Province,this paper analyzes the value attribute and value expression of the village rules and regulations and their role in the construction of rural rule of virtue.This study focuses on the following three questions: First,the question of "what is it".This paper explore the value connotation of village rules and regulations from two levels of individual and collective.The second is the question of "how".Combined with field investigation,this paper analyzes the value embodiment of village rules and regulations and the mechanism of village rules and regulations on the village governance.The third is how to do it.Based on the previous analysis,this paper explores the way to tap the value of village rules and regulations in the process of village governance.The conclusions of this study are as follows:(1)the value connotation of village rules and regulations.According to the practical text of village rules and regulations,the value of village rules and regulations based on individuals include: moral self-discipline,subject consciousness and rational choice;the value of village rules and regulations based on collective includes : harmonious neighborhood,order integration and standardized management and so on.(2)The value expression of village rules and regulations.Under the background of rural revitalization strategy,the value of village rules and regulations is mainly manifested as follows: the effectiveness and disconnection of moral self-discipline;subjective consciousness has achieved initial success;affirmation and questioning of Rational Choice effect;reproduction of harmonious neighborhood relations;involution of the effect of order integration and rationalization of standardized Management.(3)The influence of village rules and regulations on the village governance.According to the analysis,village rules and regulations play an obvious role in the village governance.The value of individual-based village rules and regulations is the basic premise of rural governance;the value of collective village rules and regulations is an important guarantee for rural governance.Based on the field investigation,it is found that the effect of village rules and regulations on the village governance shows a good development trend as a whole,but some links are still blocked.(4)The value promoting path of village rules and regulations.The value promoting of village rules and regulations in the village governance mainly includes government strategy,social strategy and individual strategy.The government strategy mainly includes the effective support of the party and the government.Social strategies mainly include the cooperation between non-governmental organizations and network media.Individual strategies mainly include the participation of rural elites and ordinary villagers.
