The Study On The Organizations And Quotas Evaluation Systems Of Actual Situation For Municipal Party And Government Department In Kunming

The 19th national congress of the communist party pointed up that to deepen the reform of the institutional and administrative systems,it is necessary to take into account the establishment of various types of institutions and coordinate the use of various quotas of resources.Strengthening the management of the organization and quotas is not only to control the total amount of preparation,but also to pursue a scientific and rational preparation structure.The Third Plenary Session of the 18th CPC Central Committee has arranged and comprehensively deepened the reform.With the continuous deepening of various reforms,it is more urgent to achieve that increased the requirements for increasing the number of establishments and leadership,adding departments and internal institutions and improving institutional standards.To this end,some departments have only considered their own interests to indicate the reasons for the establishment of the organization;some departments directly request and report to the party committee or the government bypassing the organization relative management department;some departments have supervised the organization of the involved institutions in the form of supervision after the signature of the superiors,which has brought tremendous pressure on the organizations and quotas of management department.This paper proposed the discussion on how to rationally optimize the organizations and quotas'resources,abandon the traditional"application-return"type of approval and approval mode,and tap the potential within the department,and truly adjust the quotas based on the data.State Commission Office of Public Sectors Reform selected the offices of public sectors reform of Chongqing,Jiangsu,Qingdao and Xiamen to carry out the pilot organizations and quotas evaluation at 2008.The evaluation has been explored to a certain extent,however,the evaluation of the organizations and quotas at this stage is more focused on the implementation assessment of the "three decide"the stipulation which make it difficult evaluate the use of resources.It is obviously not applicable to the situation that most party and government departments have not violated the relevant provisions of the organization in Kunming.This paper considers the status quo of the organizations and quotas' management of the party and government departments of the municipal government in Kunming and applies the scientific and rational use of the organization to prepare resources as the original intention within starting from the current situation and existing problems of the organization management and evaluation of Kunming to propose a relatively perfect organizations and quotas evaluation system.The evaluation system quantifies the evaluation indicators through the analytic hierarchy process and greatly reduces the discretion of the organizations and quotas of management department,makes the evaluation work and evaluation results more objective and fair,so as to restrict the evaluation departments to regulate theirs' own behaviors,improve the awareness of organizations and quotas,promote the scientific and rational adjustment of organizations and quotas,and further optimize the working environment of the organizations and quotas of management in Kunming.
