Study On Problems And Countermeasures Of Illegalconstruction Management In Urban Built-up Areas Of Heyuan City

In recent years,our economy has developed rapidly and the construction of urbanization which is the main power to push the economic development has also made remarkable progress.However,illegal construction has been a serious problem as some people or groups are driven by interest.It badly affect urban planning as well as city image.Moreover,it has negative influence on urban development and social stability.This paper takes Heyuan city as a object of study and it is very representative.Heyuan,which is one of the third-and-fourth cities,is located in the hinterland of north Guangdong.Although the economic level is low,it is a traffic hub city in Guangdong.Heyuan is also the world-famous Hometown of Hakka,Home of Chinese Dinosaurs,and the National Garden City.It is now in the high-growth period of urban construction.The cost of land and estate has been rocketing due to the new development opportunity.Some people and groups have been engaged in illegal construction in order to pursue economic benefits.This kind of behavior not only has a bad impact on the city image,but also will impede the healthy development of the city and will be a big challenge for illegal construction management work.This paper is based on public governance theory and government performance management theory.Literature research method,social research method and comparative analysis method are applied to make an in-depth study on illegal construction and management of urban built-up areas in Heyuan city.The paper consists of 6 parts.The first one is introduction,expounding research background and significance,research review at home and abroad,main research contents,technical routes and research methods.The second part defines the concepts urban built-up area,illegal construction and illegal construction control,and it states related theories as well.The third part integrates research data,analyzing current situation as well as characteristics of illegal construction and management of urban built-up areas in Heyuan city.The forth part which is based on flurther research works out the problems of illegal construction control,such as backward governance concept,single governance subject and insufficient investment in governance.Causes of each problem are also analyzed in this part.The fifth part not only summarizes above research,but also learns from successful experiences of illegal construction control in other districts at home and abroad to design a comprehensive management model for illegal construction and management of urban built-up areas in Heyuan city.In addition,it gives suggestions on integrally improving illegal construction control efficiency of urban built-up areas in Heyuan city from following aspects:innovative governance philosophy,multiple synergies and co-governance,and increasing financial support.The sixth part makes conclusion and outlook as well.The purpose of this study is to explore the illegal construction of urban built-up eareas,and to find a new way of development suitable for the eastern core urban planning and management of the "guangdong-hong kong-macao greater bay area".
