The Research About Public Service Function Of Sub-district Office In Dalian

Sub-district office is the critical factor contact with people;it is only the district resident agency though,but the absolutely necessary affiliated grassroots units of our administrative system.A sub-district office can help maintaining social stability and enhancing social harmony.With the development of our society and Dalian becoming a new level a new series problem have come out and becoming the challenge of a sub-district office with the development and promoting of urbanization level.It has realistic significance to research of strengthening the function of public service.Dalian has made active attempt in the whole strategy and scientific layout of urban construction.The major task in the future is to implement the main connotation of "service people and innovating governance" idea and to improve the reforms of administrative system;to set up public serving type government and maintain social harmony and stability.The main point of this article is to analysis the role a Dalian sub-district office plays in the public management system based on the example of San Jian Pu sub-district office.In the first part of this article,the author defined the definition of sub-district office's function and public management,the important of sub-district office and the current situation of the management function of sub-district office are also discussed.The author tried find out the problem from the San Jian Pu sub-district office which include the indifference of service concept;the deviated positioning of government function;the lack of finance;the lack of the public service resource;the imperfect of performance assessment;the lack of daily management of office workers.The author made several suggestions of improvement which include set up the right understanding of public service;support the finance of office;explicit the crystal idea of public management function;promote the development of public service organization;complete the management of office workers;build up the scientific index system.
