| The reform of supervision system is related to the system reform of top-level design in our country.Judging from the decision of the central government,the power of supervision integrates the power of investigation of duty crimes,corruption and bribery crimes of the procuratorial organs and the power of administrative supervision within the administrative organs.The joint office of the Supervisory Commission and the Discipline Commission has given it the power of disciplinary prosecution.The reform of the national supervision system needs to achieve the following points: first,continue to integrate the monitoring forces that have fought separately in the past and establish a centralized and unified monitoring system;second,enhance the professionalism of the supervision organs and personnel,and effectively enhance the ability of the supervisors to perform their functions;third,maintain the independence of the supervision work and ensure that the supervision power is not interfered by other powers;fourth,focus on the realization of supervision according to law;Fifthly,we should adhere to the leadership of the Party and realize the efficient and stable operation of the supervision system.As a high-powered authority,the supervisory committee needs to face the problems of power integration,power confusion brought by coordinated office,prevention of interference of Party and government power,and adjustment of the relationship between supervisory organs and judicial organs.The best way to solve these problems is to restrict and supervise the power of the supervisory committee.In this process,we should adhere to the principle of respecting the rights of the monitored and avoiding the oversize and abuse of the supervisory power.By perfecting the supervision system,laws and regulations,improving the external supervision mechanism of the NPC and CPPCC,and the balance and restriction between powers,we can build a reasonable and effective supervision mechanism for the supervision committee and the supervision power. |
