Research On Trade Unions' Participation In Public Service Supply Under The Framework Of Collaborative Governance

With the increasing diversification of the needs of the masses and the new requirements of the CPC Central Committee for strengthening and improving the work of mass organization,in the process of exerting close ties with the staff and workers,the trade unions must strive to achieve demand-driven services,to meet their growing personal and diverse social service needs.In this process,the services derived from the unions have a rich "publicity" connotation and can be deeply explored.Under the current social management pattern,a public service supply pattern dominated by the government,and actively involved by enterprise and the third sector has been formed.As a bridge between the Party and the workers,the trade union organization has always had a fine tradition of closely contacting the workers and the masses,and gradually establish a mechanism system for forming trade union contacts and serving employees,the union has a natural emotional advantage and organizational advantage in establishing close contact with the client.The development requirements of the trade union itself also need to achieve self-transformation,from the tangible coverage expansion to the effective construction of trade union work,from self-circulating closed operation to open sharing cooperation,from the supply of administrative instructions to the supply of employees' needs.Judging from the reality of the trade union' s provision of services,some places have begun to practice the participation of trade unions in the provision of public services.Incorporate employee service work into the social public service system,considering functional changes and institutional reforms,so as to support the trade unions to undertake the public service functions transfer red by the government.The existing public service sup ply model can already reflect the concept of multiple supply,in the multi-supply mode,synergy between multiple entities is particularly im por tant.At present,the N Federation of Trade Unions is actively participating in the goverment's public service system,undertaking part of the public service functions by participating in the bidding of the N Municipal Government Public Service Project,providing better service to employees by coordinating internal resources of the union and subordinate institutions,creating a staff service network platform through the use of the Internet +,to further improve the level of public service supply and employee satisfaction.However,in the process,the N Federation of Trade Unions also encountered some difficulties and encountered some bottlenecks and confusion.This paper attempts to use research methods such as literature research,field investigations,and one-on-one interviews,combines the functions of trade unions,it discusses the background conditions and possibilities of trade unions participating in the supply of public services,taking the theory of collaborative governance as the analytical framework,the N Federation of Trade Unions was selected as a research example.We have four synergistic perspectives,concluding organization,policy development,service provision,and implementation process,to analyze the status,achievements,difficulties and causes of the services provided by the N Federation of Trade Unions.Also,we combined with the specific problems of the N Federation of Trade Unions,estimating the difficulties that the unions may face in the future,from the perspective of human demand growth,social life changes,external conditions,etc.Trying to propose several paths to how N Federation of Trade Unions can better provide public services in th e future,by setting up a guiding government to establish the direction and way of union participation in public service coordination,by Improving the internal mechanism of trade unions participating in the coordinated management of public services,by integrating trade unions into the cross-department collaborative governance environment of public services,by broadening the ways of cooperative management informationization of Trade Unions participating in public service.
