Research On Trade Union Work From The Perspective Of Collaborative Governance

As a bridge and link between the Party and the workers,the trade union is an important part of the mass work of the Party and an important part of the work of the masses.It is also a regular basic work of the Party's administration of the country.However,in the practice of social development,trade union work has emerged places that are not compatible with the current situation,development goals,social tasks,and lack of a supporting external environment.Leading to trade union work in the process of participating in social management appears to be ineffective.The reform of mass groups is an important reform in the political field.In December 2014,the Central Committee of the Communist Party of China issued "opinions on strengthening and improving the work of the people's League of the Communist Party" and took a step towards the organization of the people's League.The pace of reform.As one of the group organizations under the leadership of the Party,the trade union organizations responded positively.In November 2015,the pilot Program for the Reform of the National Federation of Trade unions was reviewed and adopted,and the reform of the national trade union system was officially launched.It is an important task for trade unions at all levels to make full use of the opportunity of group reform,connect with the workers and masses,give full play to the advantages of trade union work,and actively participate in social management.Taking the work of trade unions in Henan Province as an example,through the eighth survey of the workforce in April 2017,5 cities in Zhengzhou,Luoyang,Xinxiang,Jiaozuo,Xinyang,Tongxu County in Kaifeng City,Nanle County in Puyang City,Yuzhou City in Xuchang City,In Tanghe County of Nanyang City and Huaiyang County of Zhoukou City,three hundred enterprises and institutions of different nature and different industries were selected to conduct a questionnaire survey of 3000 workers and 250 trade union presidents,and 3250 questionnaires were successfully recovered.The data are collected and classified by the National Federation of Trade unions.Through the research and analysis of univariate and cross-variable of single and multi-selection problems,the research and analysis of the cross-variables are carried out and combed.All trade unions at all levels in Henan Province are carried out under the background of group reform.Based on the theory of cooperative governance,this paper analyzes the vertical and horizontal coordination of trade union work in Henan province,finds out the problems,analyzes the reasons,and puts forward that under the background of group reform,In carrying out the work of trade unions,we should strengthen legal support in the aspect of vertical coordination,accurately divide internal functions,communicate and consult in a timely manner,and in horizontal coordination,strengthen the collaborative capacity of multi-subjects who are involved in cross-sectoral,cross-industry and geographical areas.In order to improve the overall level of trade union work in the new era,enhance the effectiveness of trade union work.
