Research On The Development Path Of Third-party Evaluation Of Social Organizations From The Perspective Of Resource Dependence

At present,the popularity of third-party assessment in the national top-level design and innovation of social governance mechanisms continues to grow,and the standard system for public welfare assessment professionals is also on the agenda.The purpose of third-party evaluation is to supervise the use of public welfare funds and the development of public welfare projects in a more professional and fair manner.Therefore,it is particularly necessary to conduct research on the practice and difficulties of third-party evaluation.This paper uses qualitative research methods to sort out the resource dependence of the third-party appraisal funders,project implementers,and appraisal implementers.It tries to use resource dependence theory to explain the cause mechanism of the third-party assessment dilemma,and gradually improves the resource dependence theory.The use of tripartite assessment enriches the theoretical basis in this field,and at the same time,hopes to broaden the theoretical applicability of resource dependence theory.The study found that the third-party assessment has experienced three stages of resource dependence in the development process-internal adjustment in the case of resource dependence-changing the environment through the third-party assessment.In the stage of resource dependence,the third-party assessment will present an asymmetrical resource dependence method,the evaluation index setting will have a large administrative intervention,and the assessment results will lack the characteristics of system protection;in the internal adjustment stage,the third-party assessment will present a developmental resource dependence The characteristics of improved applicability of methods and evaluation indicators and increased authenticity of evaluation results;in the stage of changing the environment,third-party evaluation has developed more mature,and in this stage it presents a symbiotic resource dependence method,and evaluation indicators pay more attention to the service object Willingness and the characteristics of improved applicability of evaluation results.Third-party assessment of the boundaries between different stages of development is not clear.In each stage of development,there will be development characteristics of other stages of development.The impact of each stage is based on the improvement of the impact of the previous stage.The third-party assessment has gradually developed from asymmetric resource dependence to symbiotic resource dependence,which will promote the development of third-party assessment to a large extent.
