With the continuous development of globalization,China has a deeper interdependence with other economies,and energy cooperation and energy diplomacy have become a new theme for our country to participate in global governance.At present,at the global level,international energy governance presents a diversified,multi-level and decentralized governance network.There is neither a global and comprehensive energy governance institution nor a unified governance rank of multiple value targets,such as energy security,economic development and environmental protection.Energy diplomacy has brought greater challenges.China’s energy strategy has gone through the process of bilateral game to breaking,restructuring and consensus of international rules.Energy cooperation with Kazakhstan has this typical characteristic.Since the establishment of diplomatic relations between China and Kazakhstan in 1992 and the establishment of the international law qualification of energy cooperation,other international norms on energy cooperation have been confirmed.Both sides have launched and joined a number of international multilateral international organizations,and signed a series of international treaties to promote energy cooperation in the mechanism of International dialogue and forum.Intergovernmental agreement on cooperation.With the further development of the Silk Road Economic Belt,energy cooperation between China and Kazakhstan will face more opportunities and possible frictions.Based on the fact that China’s energy consumption is increasing year by year and the energy reserves can not meet the development needs,China’s energy investment in Kazakhstan has been increasing.This is of great significance to alleviate China’s energy shortage,but China’s energy investment in Kazakhstan is also faced with many legal problems.Therefore,how China and Chinese investors need to consider and solve the problem of how to avoid or mitigate the impact of these legal risks in Kazakhstan’s energy investment.
