Major food safety crises have occurred frequently in many countries and regions in the past decade,which has led to the reform of the food safety legal system worldwide.For example,the outbreak of mad cow disease in Europe in 2002 led to the formulation and implementation of the uniform food safety law.A number of food-borne illnesses since 2008 have led to changes in America's food-safety laws;The melamine milk powder incident in2008 prompted the Chinese government to formulate and implement the food safety law in2009.For synutra milk powder to female sexual maturity in 2010 after events such as food safety problems,was born the revised "strictly" in the history of the food safety law,the regulation of food safety work should implement end-to-end control and prevention,social work,and to risk management,build scientific and strict supervision system.According to this,it can be known that in the aspect of food safety risk regulation,the co-governance model construction in China still has deficiencies.In particular,the establishment of cooperation mode between administrative subjects,the public and the third party is almost blank,so there is a lot of research.In the introduction,this paper first introduces the research background and significance of the paper,pointing out that food safety risks exist in all links of the food industry chain,and basically achieve the full coverage of "farmland to table",and there may be illegal operations or non-standard operations in all links.And the accumulation of these risk effects will bring a series of follow-up problems,and ultimately promote the evolution of food risk regulation into a complex system engineering.Therefore,it is necessary to maintain a high degree of matching between risk regulation and regulatory objects,and to construct a food safety monitoring mechanism under the co-governance of administrative subjects,food enterprises and third-party institutions.Based on the theoretical understanding of risk regulation,this paper analyzes its relationship with administrative law,the concept of co-governance model and food safety risk co-governance model.Then,it analyzes the current situation and characteristics of the co-governance model of food safety risk regulation in China,and makes a comparison with the foreign model,so as to find out the deficiencies of the model under China's institutional system and learn from the excellent experience and methods of foreign countries.Analyze the mandatory and non-mandatory functions of administrative subjects in the food safety community,and the relationship between other subjects and administrative subjects involved in the food safety community,and clarify the roles of each subject in the future co-governance model of food safety risk regulation;Finally,the public participation system is introduced to establish a perfect co-governance model of food safety risk regulation.Public participation is one of the main issues that has been forgotten in food safety work over the years.Food safety risks exist in all links of food production,and the accumulation of these risks will eventually make food risk regulation become a complex problem.Therefore,it is of great importance to form a model of joint governance by all stakeholders involved in food safety and establish a co-governance model of food safety risk regulation.
