Research On The Problems And Countermeasures Of The Resettlement Work Of The Grass-roots Government After Demolition

Nowadays,urbanization has gradually narrowed the gap between urban and rural areas,making urban and rural development mutually promote and coordinated development,and urbanization has improved rural civilization,narrowed the gap between rural civilization and urban civilization,and played a huge role in achieving the goal of building a well-off society in an all-round way in China,laying a foundation for building a new socialist countryside.Fixed a solid foundation.Since the reform and opening up,with the acceleration of urban economic development in China,it is necessary to expropriate rural collective land and compensate for the resettlement of landless farmers.It is of great significance to do a good job in resettlement compensation for land expropriated farmers.As a microcosm of the development of grass-roots Township cities in China,M town has accumulated a lot of experience in dealing with practical problems,but the problems still exist after years of development.In this paper,the M town rural housing demolition compensation and resettlement work as the background for empirical research,comprehensive use of literature research,case analysis,investigation methods and other research methods,through the actual situation of the investigation and analysis of the reasons behind these problems in order to put forward practical and effective solutions.The paper consists of five parts.In the first part,it discusses the background,purpose and significance of the research,and summarizes the research results of the domestic and foreign scholars on the laws,regulations,resettlement policies and so on.The innovation of this paper lies in taking the relocation and resettlement work of M Town as an example,trying to combine theory with practice,using field investigation,questionnaire survey and other methods to obtain primary materials for analysis and research,which has strong pertinence.The second part defines the related concepts of rural house demolition and resettlement,and expounds the three theoretical bases of this paper: public choice theory,game theory and rent-seeking theory.The third part,combing and analyzing the current situation of compensation and resettlement of rural houses in M town,introducing the current policy and operation procedure of compensation and placement in M town and the successful practices in the process of demolition and resettlement in recent years;This paper deeply analyzes a series ofproblems existing in compensation and resettlement of rural houses in M Town,such as the lag of resettlement,the lack of guarantee of life after relocation,the large gap between compensation and resettlement,the non-standard behavior of relocation workers,and so on,and points out that the laws and regulations are not perfect.Imperfect system,excessive concentration of public decision-making power and unimpeded mechanism of public participation are the deep-seated causes of these problems.In the fourth part,aiming at the problems and reasons of the above analysis,the author puts forward new countermeasures and ideas to perfect the compensation and resettlement work of rural house demolition and relocation in M Town from four aspects,which are as follows: perfect policies and regulations;Change the government function,make people first,explore and perfect the mode and method of demolition and resettlement,strengthen the system construction,plan as a whole,guarantee the quality,speed up the construction progress of the rural relocation and resettlement house.
