Study On The Public Use Of Government Service Network

The government service network is an integral part of the "Internet + government service" system.It is an intensive service platform organically combined with government service and the Internet.Through the government service network,the public can inquire about information,handle affairs,put forward opinions and supervise,which is not only the realization of their own power,but also the embodiment of social sharing and co-governance.At present,the government service network is still in the stage of development,there are many shortcomings,there are still many problems in the use of citizens,the government service network needs to be constantly improved and improved in order to better serve the masses.Based on the theory of citizen participation and planned behavior as the core theoretical basis,from the perspective of public use,relying on actual cases,this paper uses the method of questionnaire and interview to explore the problems and reasons of citizen's use of government service network,and puts forward pertinent suggestions for improvement.Through the analysis of questionnaire data and in-depth interviews,the following problems are found in the government service network: first,insufficient use of government service network by citizens,manifested in citizens' lack of understanding of government service network,less use,Limited Download of mobile APP;second,the content of government service network is limited,manifested in the content of the website is not yet comprehensive,and the content is presented in words.Main,lack of in-depth processing,single mode of information presentation,lagging information updating,incomplete information and other aspects;Third,the system is unstable,there are web pages can not be opened,the system lost;Fourth,there are still some security problems on the website,which are prone to information leakage,leakage and other situations;Fifth,the website also has the problem of imperfect information security safeguards.The above-mentioned problems are analyzed from the perspective of citizens' use,government functions and system technology.First,citizens are not accustomed to using government service network,inadequate website publicity,installation and debugging offacilities and equipment related to government service network are lagging behind,which affects citizens' use of government service network;second,the transformation of government functions is not enough.Adequately,the work pays too much attention to leaving traces and ignores the measurement of effectiveness.Thirdly,the management system of government service network is not yet perfect,which restricts the effectiveness of the work.On the one hand,the managers of the government service network have the phenomenon of part-time jobs,lack of specificity in their work,which affects the stable construction of the website.On the other hand,the management authority of the website is ambiguous and the responsibility is not clear,which affects the efficiency of the work.Fourthly,the lack of integration of the government service network and the private networks restricts the communication of the information of the government service network.Fifthly,information security is reconstructed with less emphasis on management.System loopholes are not found in time,update is not timely,and staff operation is not standardized to disclose citizen information and many other factors lead to citizens' lack of trust in the government service network,affecting the use of the website.According to the results of the empirical investigation and the analysis of the reasons,and drawing on the excellent experience of the development of the government service network in China,this paper puts forward the corresponding countermeasures.First,actively create the atmosphere for citizens to use the government service network,strengthen the publicity of the website,expand the use of the platform,and do a good job of various security work for citizens to try to use the government service network;second,the government departments should continue to do a good job of transforming their functions and promoting them.The integration of government service network and private network can improve the quality and ability of staff,constantly enrich the content of website and optimize user experience;the third is to gradually improve the management system,open channels of dialogue,promote the integration of government service online and offline,and realize the smooth transition from entity hall to online service hall;the fourth is to respect the needs of users and effectively use government service network by citizens.Demand is the basic starting point,do a good job of software and hardware security,break the data island,andachieve data sharing;Fifth,strengthen information security construction,to do a good job in the iteration of laws and regulations and technology to ensure the security of information.The construction of government service network is the process of realizing value creation.It needs all parties involved in the construction to make positive changes.The government constantly changes its work functions and provides high-quality government service.Citizens actively participate in it and feedback the crux of the problem.The government and citizens should play a common role in realizing the goal of creating the value of government service network.
