Research On The Compensation System Of Land Expropriation In Yixing

Under the background of Chinese rapid urbanization and industrialization,more and more rural land has been expropriated.In recent years,the phenomenon that the compensation was too low and unreasonable has created a series of social conflicts.The Eighteenth National Congress of the CPC report,"reforming the land requisition system,we should improve the proportion of farmers in the land value-added income distribution."This provides us with an important basis and research opportunity for the theoretical research of land expropriation compensation in the new historical period.In Yixing,in the process of social and economic development,based on the pursuit of social justice and harmony,it is necessary to reform the existing land requisition compensation system in order to reduce the conflict of land expropriation.This paper takes Yixing as an example to study the reform of land expropriation compensation system in Yixing.On the basis of the existing literature and related theories,this paper analyzes the current situation of land expropriation compensation system in Yixing,and probes into the shortcomings and reasons of the traditional land expropriation compensation system.On this basis,this paper summarizes the land expropriation compensation methods of typical countries and regions at home and abroad,and provides reference for the reform of land expropriation compensation system in Yixing.Then by the analysis of existing land requisition compensation system reform in Yixing,one is the case of stone town,stone market compensation in Yixing,two is landless peasants social security system reform,this paper introduces the two reform methods and analyzes their advantages and disadvantages.Results showe that under the resettlement called "market management site compensation" in Yixing stone market,farmers gain the access to sustainable sources of income,and the government has reduced the cost of resettlement.But it has certain requirements for household economic strength.And because of limited market capacity,there exists a certain degree of market risk.The resettlement called "market management site" in the stone market must be used in conjunction with other forms of placement.In Yixing,reform of the social security system offers landless peasants diversified choices of compensation,and opens up social security channel for landless farmers.Otherwise,farmers gain more benefits in social security system than that in one-time cash compensation system.However,landless peasants social security level is still low in absolute terms,and does not embody the social security function of land value truly.It is needed in the future to improve the landless farmer social security level,and to make social security mechanisms commensurate with the level of economic development.Based on the theoretical analysis,analysis of traditional land expropriation compensation situation and existing land reform case analysis,this paper put forward some future proposals of the land requisition compensation system reform in Yixing:(1)defining the scope of "public interest",and narrowing the scope of land requisition;(2)compensating land expropriated farmers according to the market price of land;(3)making rural collective construction land transfer and land expropriation survive together,and providing a reference for land expropriation compensation at market prices;(4)improving the social security system of landless farmers;(5)innovating resettlement of landless farmers,and exploring diversified compensation,such as the method of area around the class premium compensation,land acquisition and land use patterns,and land use rights shares model.
