Research On The Effect Of Scholarship Policy For Graduate Students In Universities

In recent years,China has issued a series of important policies on postgraduate scholarships.The ever-expanding demand for education has made it difficult for educational resources to become a welfare undertaking.In 2014,the state began to implement a comprehensive fee-based policy for graduate students,thereby relieving the pressure on educational resources.In order to ensure that students' learning and life under the comprehensive charging policy has not been greatly affected,in July of the same year,the Ministry of Finance and the Ministry of Education issued the "Interim Measures for the Management of Postgraduate Scholarships",requiring all universities to formulate appropriate academic scholarship policies,in their academic achievements and Students with outstanding research and innovation can get high bonuses.The purpose of the academic scholarship is to protect the lives of students and encourage them to study hard,so as to improve the overall quality of education and cultivate better talents.Therefore,researching the academic scholarship policy and evaluating the effect of policy implementation will help to identify and improve problems in policy formulation and implementation,thus promoting the development of education reform.This study adopts the analytic hierarchy process and the fuzzy evaluation method combined with qualitative and quantitative evaluation,constructs the evaluation index system of the academic scholarship policy effect in line with the educational background of our country,and finds problems and suggestions through the investigation of colleges and universities in Jinan.Certain theoretical and practical significance.When constructing the evaluation system,this study uses the whole process evaluation model to set the evaluation index of academic scholarship policy by referring to the public policy evaluation theory and tools,and constructs the three-layer policy effect composed of evaluation objectives,evaluation criteria and evaluation indicators.The evaluation index system includes three first-level evaluation indicators: policy formulation evaluation,policy implementation evaluation,and policy outcome evaluation.The target decomposition method then decomposes the indicators into policy content,policy objectives,policy propaganda,policy implementation,policy supervision and feedback.,policy fairness,policy role 7 secondary evaluation indicators,and 15 three-level evaluation criteria.The analytic hierarchy process is used to invite experts to empower the indicators to ensure the scientific validity of the survey results.Finally,through the questionnaire to the graduate students in Jinan City to investigate their satisfaction with the academic scholarship policy,combined with the analytic hierarchy process and the fuzzy comprehensive evaluation method to empirically analyze the survey results,find the problems in the current academic scholarship policy and propose improvements accordingly.Suggest.The research results show that the academic scholarship policy has a set of programs and the evaluation criteria are not scientific enough,the lack of vigorous publicity in the implementation process,the implementation process is not standardized,and the supervision and feedback mechanism is not perfect,which limits the role of the policy.Although the current postgraduate scholarship policy has achieved some policy objectives and has certain incentive effects,there are still many problems,and the policy effect is not very satisfactory.Colleges and universities need to strengthen the policy propaganda of academic scholarship policy,improve the fairness of policy implementation,strengthen policy supervision and feedback,further expand the source of scholarship funds,improve the implementation mechanism,improve the supervision feedback mechanism,etc.to build a sound academic scholarship system to better achieve academics.The guarantee and incentive of scholarships.
