| As the key project of "information highway", E-government can improve the working efficiency, promote the exchange between our society and government directionally and strengthen the capacity on managing the social affairs of our government. However, from domestic and foreign practice, E-government has the characters such as highly risk and high rate of failure. Therefore, we must pay great attention to the E-government performance evaluation.The research contents can be analyzed from four aspects below. Firstly, this paper describes the background and significance of issues, research status, research framework and methodology. Secondly, starting from the concept of E-government evaluation, clarifies the theoretical basis on E-government evaluation and emphasizes the development of domestic and international E-government evaluation process. Thirdly, analyzes the developing status on E-government evaluation, introduces the major factors which affecting the E-government evaluation on the base of present achievements, we constructed the Fuzzy-AHP model of performance Evaluation, combined with fuzzy membership assignment method, the triangular fuzzy number and AHP. Finally, and takes E-government affairs construction of Binhai New Area of Tianjin for example.This paper mainly uses the material analysis, case analysis and comparison analysis, in-depth analysis of e-government performance concrete practice of evaluation at home and abroad. This paper discusses e-government performance evaluation from the view of the performance Prism theory, and constructs the initial e-government performance evaluation index system on the basis of the improved performance prism model; also, merges the analytic hierarchy process and fuzzy comprehensive evaluation, build an integrated evaluation model for empirical evaluation of E-government performance. This paper has the milestone significance to promote our country electron government affairs performance and keep the e-government reliable and safe. |
