| Government website is an important part of E-government, and the government also provides the windowface of manangement and services to the public. The quality of the government website affects governments'image, and also affects the level of management and service. Evaluation of government website is a hot issue in government management. Through evaluation, the problem assisting in the government website canbe solved. The study of the paper is of great significance to the development of government website.This paper describes the concept and theory basis of the evaluation of government website, and summed up the multi-index comprehensive evaluation method for evaluation of government websites. Then analyze the evaluation practice at home and abroad, pointing out that the problems of Chinese government website evaluation process. Based on these elements, this paper presents an evaluation design concept to construct a two-dimensional and multi-level evaluation indicator system of government websites, and a detailed explanation is given of the calculation of each indicator for the evaluation practice. The paper also proposes a comprehensive evaluation model of government websites based on combination empowerment. Relying on the Electronic Science and Technology Information Institute of the Ministry of Industry and Information Technology of the Chinese government website performance evaluation in 2008, the paper also carry out empirical analysis.
