Making A Study Of The U.S Military Government Of The Ryukyus Islands

The US Army logged in the Okinawa island on April 1,1945 and established the U.S.Military Government(1945-1950).So American Government became the governor of Ryukyu islands for 27 years.The U.S Military Government of the Ryukyu islands turned to be the U.S.Civil Administration Government of the Ryukyu islands by the end of the 1950 years when the American policy towards to the Okinawa has been formation.The battle of Okinawa taken a devastating blow to the local society and the U.S Military Government began to reestablish local political institution.With the process of the reestablishment of Ryukyus society,the function and organization of U.S Military Government which to administrate refugees during the war translated to be a social administration organization.With the political institution established by the U.S Military Government,the relation of subordination between the U.S Military Government and local civil administration government has been formed.The civil administration government of the Ryukyu islands built by the U.S Military Government has administrative,legislative and judicial powers.In the respect of administration,the establishment of the Okinawa Advisory Council laid the foundation of the structure of the governmental departments.Then the Okinawa Advisory Council turned to be the Okinawa Civil Administration.Finally,the Okinawa Civil Administration become the Government of the Ryukyu Islands.In the respect of legislation,the U.S Military Government recovered the Okinawa Council and then it turned to be the Legislation of the Ryukyu Islands.In the respect of judicial system,The High Court of the Ryukyu Islands built by the U.S Military Government which was consist of policy court,circuit court and appellate court.Although the political institution of the Ryukyu islands built by the U.S Military Government seemed to be "an independent kingdom" the final authority of administration,legislation and jurisdiction was belonged to the U.S Military Government.This article based on the original document of Okinawa archives and the Historical institute of Ryukyu and United States and to clear up the transformation process of the U.S Military Government and Civil administration of the Ryukyu Islands.To analyze the relationship between the U.S Military Government and the Okinawa Civil Administration.To explore the ruling effects of the U.S Military Government.
