| The process of recruiting new civil servants is the first and important step in the management system of civil servants and the development of human resources.Processes of formulating posts,planning,competency,announcement,selection.recruitment and communication are of great significance to government institutionsThis study reviews the development of the civil servant recruitment system in Laos.The civil servant recruitment system in Laos has been greatly influenced by the national conditions.With the changes of the economic and political environment in Laos,the civil servant recruitment system in Laos has developed reasonably and more suitable to the national conditions after a long period of attempts and reforms.But there are still many problems.For organizations,the reform of civil service recruitment system in Laos based on competency model can pay more attention to the vision and values of the organization,make workplace behavior consistent with organizational goals,pay attention to learning strategies,highlight the needs of team development,and establish a database of competency technologies and behaviorsTherefore,this study analyzed the causes of the problems in the civil servant recruitment system of the Ministry of Home Affair of Laos.On the basis of questionnaires and interviews with ordinary civil servants and leaders of the Ministry of Home Affair of Laos,we also learned the experience of other countries and established the general competency standards of the Ministry of Home Affair of Laos and the specialized competency standards of four departments of the Civil Servant Management.Finally,some suggestions are put forward to improve the recruitment system of Lao civil servants. |
