Research On The Implementation Of Precision Poverty Alleviation Of Grass-roots Government

Every country and nation in the world will face the problem of poverty,since the founding of new China,our country has been actively solving the problem of poverty.Accurate poverty alleviation is an important means to solve the poverty problem in our country today,which is conducive to solving people's living needs and realizing social fairness.The well-to-do society that will be fully completed by 2020 is a society in which all people in our country live a good life,accurate poverty alleviation work is conducive to the realization of this goal.There is no doubt that the precise poverty alleviation carried out by the state is a good policy for the benefit of the nation and the people,however,time is tight and the task is heavy,only by relying on good implementation can a good policy exert its greatest effect.Therefore,the grass-roots government,as the main executive body,must earnestly implement it to promote the smooth progress of poverty alleviation and poverty alleviation.Combining the new public management theory,the new public service theory,the collective action theory,and referring to a large number of domestic and foreign literatures,this article takes z county in Hebei province as the specific research subject,and analyzes the implementation of accurate poverty alleviation policies by grassroots governments including county and township governments.Through inquiring the website of z county government and on-the-spot interviews and investigations,we can obtain relevant information about the implementation of z county pol:icies,through analysis,we can see that z county has achieved some results in poverty alleviation work after efforts,however,there are still some areas that need to be improved in the process of specific identification,assistance,management and assessment.Based on Smith process model,this paper analyzes the causes of problems in the implementation of z county in Hebei province.After analysis,the reasons for the implementation deviation are as follows:from the perspective of the policy itself,the industrial poverty alleviation policy of z county in Hebei province is not quite in line with the local reality,and the policies such as education and training lack the link of " looking back".From the point of view of the executing agencies,the ability of poverty alleviation personnel is low,there is a lack of full-time personnel,and the social poverty alleviation funds sought are insufficient;From the perspective of poverty alleviation targets,poor people have little education and difficult employment,which leads to the outflow of people and poor health.Judging from the implementation of the policy,the social atmosphere for poverty alleviation is not strong enough,the natural environment is bad,and the supervision and evaluation system is not perfect.Finally,based on the analysis of the reasons,the article puts forward corresponding solutions.
