Research On The Problems And Countermeasures In The Practice Of Accurate County Poverty Alleviation Government

According to the current national situation,the Government is the main leader of China's precision poverty alleviation.All the effectiveness and quality of precision poverty alleviation are closely related to the Government.Only the Government adopts scientific guiding methods,Accurate poverty alleviation policies can be put into practice at the grass-roots level.The way out of poverty for poor households will become wider and wider.It is neither desirable nor realistic for all poverty alleviation activities to be carried out without government support.With the development of the poverty pattern of the times,it is particularly important to realize the arduous task of accurate poverty alleviation in the new stage.At present,the goal of building a well-off society in an all-round way has been basically accomplished in China.Accurate poverty alleviation is an effective supplement to poverty alleviation on the basis of this goal,There are some practical difficulties in the actual completion of this work.The specific situation should be thoroughly analyzed according to the actual poverty situation of the poverty alleviation point,and then the measures should be taken according to local conditions.This paper mainly discusses the problems encountered in the practice of precision poverty alleviation in J county.There are five chapters.According to the logical order of Asking Questions-Combining,Theory-Analyzing,Problems-Seeking,Causes-Givi ng Countermeasures,the author arranges and writes the content.In viewof the problems and shortcomings of accurate poverty alleviation,this paper analyzes the current situation of precision poverty alleviation in J county from three aspects: county government,assistant,and the object of poverty alleviation,Applying Participatory Poverty Alleviation,Inter-generational Transmission of Poverty and Anti-poverty Theory,This paper analyzes in detail the poor poor peoples accuracy,the unsound management system,the low utilization rate of financial aid-the-poor funds,the unitary assessment method of poverty alleviation,the difficulty of quantifying the identification criteria in precision identification,and the conservative of the traditional rural ideas in the practice of precision-based poverty alleviation in J County,There are many problems in precision management,such as low level of ideological awareness,poor policy advocacy,simple response by village-based assistance,unfairness of poor households and non-active poverty alleviation.Then the paper puts forward some accurate practical measures to help the poor,such as accurately orienting the poor,strengthening the training of the ability of the poor cadres,fostering the endogenous impetus for the development of the poor households,establishing a diversified industry model to help the poor,increasing the utilization rate of funds and paying attention to the assessment and implementation of the poverty relief work,Provide the pertinence suggestion and new train of thought for the county area precision poverty alleviation grass-roots practice.
